A. CHAIR. 1.
Susan Goulian called the meeting to order at 7:00 pm. MOTION.
Passed (9/0
Cohen): Approval of the
March 12 minutes. MOTION. Passed (12/0 Cohen): Approval of the March 27 minutes.
2. Marjorie Jackson presented nominee
Mark Broido; there were no floor nominations.
MOTION. Passed.
(unanimous Cohen).
Mark Broido was elected to
the LJSA board, replacing John Beggs.
3. MOTION.
Passed (13/0
Butler). LJSA will send a letter to Councilman Peters
asking that the numerous potholes and
other hazards be fixed that were caused by construction to realign the LJ
Shores/Torrey Pines Rd/LJ Shores Dr intersection (“the throat”).
4. MOTION. Passed (13/0 Gusfield). LJSA will send a letter to SD Code Enforcement about
a residence that has been rented out for use
as an office by a third party. This is prohibited in the LJ Shores Planned
District Ordinance (PDO).
5. MOTION.
Passed (15/0
Goese). Pending approval by the LJ Traffic and Transportation
Committee, LJSA
approves planting more Torrey Pines
between LJ Parkway and Via Capri. Mike
Barth has raised the trees, which will be added to those already planted by
People for Trees; irrigation will be provided.

Coakley, Fran Doolittle, Gail Forbes, Ann Heinemann.

Cohen: March 28 balance $3,746.36.
C. MOTION.
Passed (15/0 Cohen).
The election of nominee Mark
Broido to the board. He replaces John
Beggs.
D. LJ SHORES
PLANNED DISTRICT ORDINANCE (PDO). Based on
conversations
between Community Planning Program Manager Robert Manis and Susan today, the
following motion was offered and removed from consideration. “LJSA recommends the initiation of the
rezoning process to allow city staff to proceed to analyze the single family
residential component of the LJ Shores PDO.
It is understood that the City will return for community review and will
not take any action of the LJS PDO contrary to the LJSA’s position.” Strengthening the last sentence and making
it more definite was discussed before the motion was dropped because “initiation
of the rezoning process” and “analyzing the single family component” seemed to
be two different actions. Other
problems: no time line, no promise from the City to return with its finding to
LJSA and the community for further consideration. There is a lack of trust.
Mr. Manis will be asked to discuss the PDO at the May LJSA meeting.
E. LJ SHORES LIFEGUARD
REPLACEMENT TOWER. Project Manager
Reza Taleghani introduced architect Rick Espana and consultant Hector Perez who presented the proposed tower design. They and Lifeguard Lieutenant John Greenhalgh fielded questions about relocating the storage/garage placement, the possibility of lowering building heights, size reduction, adding public showers and other matters. MOTION. Passed (12/1 Courtney). Approval of the design presented.
F. LIFE
GUARD TOWER ART. Dana Wilshin, Public Art Program Assistant,
Commission for Arts and Culture introduced artist Mary Dominguez. She presented two design concepts and the
materials she will use. MOTION. Passed

Heinemann): To leave the final art
design decision up to artist Mary Dominguez.
G. PUBLIC COMMENT. 1. Betsy Brennen: April 15 end of night work on
“the throat” celebration party with Councilman Scott Peters, 5-7 pm, underwritten and held at Elario’s, LJ Hotel.
2. Sherry Lightner: April 10 LJ Town Council meeting to discuss the SD Airport, 4 pm, LJ Recreation Center.
3. Sally Fall: April 26 Neighborhood Code Compliance Training Workshop, 9 am, 4704 Relondo, rsvp by April 10.
4. Gail Forbes: a. April 10, City sponsored Historic
Site/Cultural
Identification Workshop, 6:30 pm, LJ Recreation Center. b. Landscape History presentation by Jim Neri on April 24, 7 pm. c. April 13: I Love a Clean SD – cleanup site to be announced.
5. Dan Courtney: five of the six new trustees elected to the LJ Community Planning Association (CPA) will be serving their first or second terms.
