LA JOLLA SHORES ASSOCIATION (LJSA) BOARD MEETING June 11, 2003

A.   CHAIR.  1.  Susan Goulian called the meeting to order at 7:00 pm.MOTION. Passed (12/0 Jackson): Approval of the May 14 minutes.  2.  The LJSA list of LJ Shores Planned District Ordinance (PDO) residents is incomplete and will be updated; everyone did not get a copy of the last newsletter.  3.  At the next meeting, Mary Lynn Dominguez will present her final designs for the LJ Shores lifeguard tower replacement artwork.  4.  A new contractor is being sought for the Laureate/Mata Park pump station replacement project; work on it would stop for the summer in any case.  5.  The SD Planning Commission will hold a Height Regulation Workshop on June 13.  6.  City planner Mike Tudery is semi retiring and will be replaced for La Jolla by Kevin Guy.  7. YMCA expansion plans will be heard at the LJ Recreation Center at 9 am by the LJ Shores Advisory Board on July 15; at 4 pm either June 24 or July 22 by the LJ Shores Permit Review Committee and at 4 pm by the LJ Traffic/ Transportation Committee on June 26.  8.  LJ Community Planning Assn (CPA) officers elected in June: president Orin Gabsch, vice president Simon Andrews; treasurer Mary Coakley, secretary Mark Lyon.  9.  Linda Smith was thanked for the LJSA signs and the LJSA member name plates.  10.  The two Cliffridge Park memorial benches are finished.  10.  The issue of LJSA director insurance was brought up and will be discussed again.  The cost would be around $4,000/year.

 

B.  TREASURER – Marvin Cohen: June 11 balance $4309.41.

 

C.  1.  UCSD.  Next month, Campus Planner Milt Phegley will present the proposed second UCSD day care center plans for North Torrey Pines Road on 2.5 acres between Expedition Way and Azul; a third day care center is envisioned.  2.  Long range planning for the next 20 years is coming up.  3.  The proposed Seaweed Canyon SIO shop replacement will go forward at that site; neighbor concerns about noise and visual blight are being negotiated.

 

D.     CODE COMPLIANCE – Sherri Lightner.  1.  A Cliffridge Park scoreboardhas been replaced by one with lights.  The PDO states there are to be no lighted signs.   Eileen Turk of SD Park and Recreation will be contacted.  MOTION. Passed (14/0): To have Susan write a letter to La Jolla Youth, Inc. to ask that a representative come to LJSA meetings to present changes that effect the community at the Cliffridge and Allen Fields.  2. Marjorie Jackson: The liquor part of the NeighborSaver store sign has gotten larger.  3.  SD Code Compliance has been contacted about the Starbucks sign at the Mobile Station (LJ Shores and Torrey Pines Rd) which encroaches on the public right of way.  Starbucks also has outdoor tables, which should count toward building square footage.

 

E.      COMMITTEES.  1. LAND USE – Sue Weissman: a.  May 20 La Jolla Shores

Advisory Board meeting. Passed: Cliffridge Park Wireless Communication Facility installation; residence construction permit for 8568 Ruette Monte Carlo, Coppel residence; substantial conformance for 2333 Vallecitos, Patridge; not in substantial conformance 2908 Hypatia Way, Riney.  Continued 8452 LJ Shores Drive, Caudron.  b.  May 27 LJ Shores Permit Review Committee.  Passed with minor changes:7403 Hillside Dr, Hawley, addition; 7754 Starlight Dr, Farajzadeh, rebuild; 2333 Vallecitos, Patridge, in substantial conformance; 1908 Hypatia Way, Riney, not in substantial conformance.

 

2.     TRAFFIC/TRANSPORTATION – Mark Broido reported on the All Hallowsstreet changes which is out of the LJ Shores PDO.

 

3.  Parks/Beaches – a.  Mary Coakley urged everyone to contact the City Council to get park funding restored which have been cut over the years.  The trash buildup at Kellogg Park is out of hand.  b.  Jane Potter will ask LJ area Park/Rec director John Hudkins to come to the next LJSA meeting to discuss beach vendors.  There will be 4 surf camps totaling over 200 people – this includes some camps that come in under the umbrella of others.  There are other concessions renting surf and boogie boards and advertisements on a new storage bin.  c.  Sherri.  There is a for profit soccer camp at Torrey Pines Elementary School.     

 

F.      PUBLIC COMMENT.  1.  Site 653: A letter will be written to the “LJ VillageNews” and signed by all the LJ planning organizations in answer to the misinformation in Hillel’s June 11 article.  The LJ Town Council Foundation will write a separate letter.  2. Sherri.  Scripps Institution of Oceanography (SIO) will give a 100th anniversary presentation at the June 13 LJ Town Council meeting.  3.  The LJ organization chart on the CPA website is incorrect and should be removed or amended.  4.  Pene Bourk: The Allen and Cliffridge Park ballfields are not available for public use most of the time, yet count as community open space.  5.  To make sure that the “throat” (LJ Shores Dr/Torrey Pines Rd intersection) landscape plans are still the same, Dan Courtney will ask chair John Hucko to request that the city present the plans again at Traffic/ Transportation.  6.  Jackie Booth: The Avenida de la Playa outflow box should be made more presentable.
