LA JOLLA SHORES ASSOCIATION (LJSA) BOARD MEETING August 13, 2003

A.    CHAIR.  1.  Susan Goulian called the meeting to order at 7:00 pm.

MOTION. Passed (8/0 Cohen): Approval of the July 9 minutes with the correction of Scott for John Morrison in G.2.  2.  Jackie Booth, Fran Doolittle and Sue Weismann were appointed to be the 2004 Nominating Committee for directors.  Those interested in serving as a director should contact Sue.  Ballots will be mailed in October.  Marvin Cohen, Dan Courtney and Ty Odeh are termed out. 3.  Susan met with LJ Youth about the Cliffridge Park Scoreboard.  LJ Youth Baseball installed it; LJ Youth did not know much about it.  Although the scoreboard violates the LJ PDO (Planned District Ordinance), there are no plans to modify it.  4.  LJSA has received complaints about Avenida de la Playa vendor sidewalk obstruction and inappropriate Hair Connection signs; both are in violation of the PDO.  No one volunteered to lead an enforcement project so Susan urged everyone to call the SD Code Compliance Office (619) 236-5500).  5.  Dan Goese will pursue a solution to the trash problem at the Paseo Dorado/LJ Shores Drive bus stop (and has since been told that a trash can will be placed there as soon as the city has the funds in the budget for it.

B.  TREASURER – Marvin Cohen: July 30 balance $4885.15; today $5,000.

C.     UCSD.  Campus Planner Milt Phegley gave a Long Range Development

Plan overview. The process includes a draft, an August 27, 6 pm public Notice of Preparation/Scoping meeting, an Environmental Impact Report (EIR), public review and comment on the draft and EIR in early 2004, final Long Range Development Plan and EIR with responses to comments and a mitigation/ monitoring program.  The last two reports will go to the UC Board of Regents for adoption and certification in July 2004.  Public concerns such as preserving residential neighborhoods next to UCSD and not subject to UCSD takeover by eminent domain or student housing should be brought to the scoping meeting.  The neighbors near the proposed Expedition Way daycare center will discuss this with UCSD soon.  Current daily campus population: 22,300 students, 32,000 with all staff, 37,000 with visitors.  In 2020: 29,100 students, 49,000 with staff, 59,000 with visitors.  The plan is to house 50% of the students/ staff on campus.  Off campus housing and transportation will determine UCSD’s expansion.

D.  LJSA DIRECTOR INSURANCE – Driver Alliant’s Chris Stafford of presented a policy for $1,000,000 in coverage for $1,000/year, that is typical of LJSA type/ size groups.  It covers the directors and those acting on behalf of LJSA for lawsuits and legal fees. Statistically, there is less than a 1% chance of a lawsuit.

E.  YMCA - MOTION. Passed (8/0/2 Bourk):  Whereas the YMCA has not responded to any concerns of any community group and whereas the city has not responded to the Johnson and Cross 7/14/03 letter about traffic, the LJSA maintains its prior disapproval of the YMCA expansion plans (3/11/03).  The LJ Shores Advisory Bd, the LJ Shores Permit Review Com and the LJ Traffic/ Transportation Com all approved the Y expansion but with so many caveats that it amounts to disapproval.  YMCA Board Chairman Chris Eddy was invited to this meeting to present the Y’s view but did not come; Dara Stern spoke against.

F.     COMMITTEES.  1. BEACH VENDORS. MOTION. Passed (10/0 Broido):  LJSA

Approves having Susan Goulian write a letter to the city asking that a ranger be assigned to enforce the municipal code and vendor regulations at LJ Shores Beach.  The letter will point out that $23,000 is generated from vendor fees.  The room count approval was unanimous at 15.  The lifeguards asked that a permit be given to a scuba company for a large temporary diving pool in Kellogg Park one weekend.  This would seem to be a violation of park rules.

2.  Parks/Beaches – Mary Coakley.  A letter will be written to the city about

the lack of Kellogg Park cleaning.  The City Council approved funds to hire seasonal workers for this but the SD Personnel Department is not hiring.

G.  PUBLIC COMMENT.  1.  Several people spoke about problems in the reconfigured Torrey Pines Rd/LJ Shores Drive/Hidden Valley area. Susan asked people to e-mail them to her. Howard Doty is meeting with the city and will report back on Hidden Valley Rd turn problems.  There is a turn problem on Torrey Pines/Hillside Drive.  Grace Barca will pursue solutions to the pedestrian crosswalk lack of handicapped on Torrey Pines across from the fire station which is not handicapped accessible or kept cleared of stopped cars.  3.  Sherri Lightner – LJ Town Council meeting 8/14/03, 4 pm.  The gunnite on Torrey Pines Rd between LJ Shores and Hillside Drives is coming down.  The Fairway Project will be heard at the 9 am, 8/14/03 Planning Commission meeting.  4.  For next month’s agenda: Karen Boger’s request from the LJ Woods I Homeowners Assn asking that LJSA write a letter to the city requesting that the $50,000 plus $1,000/month for the Cliffridge Park cell tower go toward the maintenance of the park.  5.  Betty Morrisson: the fence around Mata/Laureat Park is a traffic hazard.  6.  Howard Doty and others spoke against the proposed life guard tower and questioned the safety of the garage in the parking lot.
