LA JOLLA SHORES ASSOCIATION (LJSA) BOARD MEETING September 11, 2003

A.    CHAIR.  1.  Susan Goulian called the meeting to order at 7:05 pm; there was

a minute of silence in commemoration of 9/11.  MOTION. Passed (10/0 Cohen): Approval of the August 14 minutes.  2. The city will install a trash can next week at the bus stop at LJ Shore Dr/Paseo Dorado.  3.  Liability insurance for LJSA will be voted on next month.  Driver Alliant sent a quote but no sample policy yet.  4.  Cliffridge Park.  a.  The baseball scoreboard has a commercial ad – a violation of the PDO (Planned District Ordinance).  b.  A workshop was suggested to decide how to use the money generated by the cell tower.   5.  A traffic light will be installed at El Paseo Grande/LJ Shores Dr – UCSD and the city put in $50,000 each, a private source gave $25,000.  6.  Kellog Park.  a.  There has been no response to the letter sent to the mayor requesting rangers to enforce vendor regulations.  Much of the coastline has too many vendors.  LJSA presented vendor problems to the volunteer Park/Recreation  Department Coastal Area Committee as an information item.  The next step is to put it on the agenda for a vote of support.  b.  Lifeguard tower construction may begin in October 2004.  7.  The YMCA expansion plans were passed without modification by a SD hearing officer on 9/10.  Neighbors who object may file an appeal to the SD Planning Commission.  8.  Construction hours for the beautification project on the east side of Torrey Pines Rd south of Roseland Dr are a concern.  The plans will not come before LJSA.  9.  Fran Doolitte received LJSA’s souvenir from the 9/10 ceremony marking the completion of the “throat” (intersection of LJ Shores/Torrey Pines/Via Capri).  10. The 9/10 LJ Community Plan Update Forum heard those for and against accepting the plan with the CA Coastal Commission amendments.  Unless the matter is continued, the City Council will vote on it September 30.  Those backing acceptance are for the stricter regulations. 11.  Torrey Pines State Beach is the site of the annual beach cleanup on 9/20.  12.  Expedition Way will be closed to through traffic between LJ Shores Dr and Torrey Pines Road. 

B.   TREASURER – Marvin Cohen: August 31 balance $5,065.53.

C.  LJ SHORES TRAFFIC.  MOTION. Passed (10/0 Gusfield): Approval of a 4 way stop at Calle del Oro and LJ Shores Dr.  A subcommittee was formed with Dan Goese chair, Jackie Booth, Jane Emerson, Lee Gibbs and Ken King to study LJ Shores for possible traffic improvements which could include more stop signs, one way streets, traffic slowing devices.  Martin Mosier will give them a previous study.  A parking and traffic proposal was passed by most of the LJ planning groups and sent to the city several years ago but there was no response.

D.  COMMITTEES. 

1. Traffic/Transportation.  The CPA (LJ Community Planning Assn) passed the Y planned expansion plans adding a third tennis court and incorporating all the Traffic/Transportation and other committees’ recommendations.

2.  Vendors.  John Hudkins, head of Beach Area Parks, and the lifeguards agree that vendor regulations should be updated  - the goal is by Thanksgiving – and enforced.  Responsibility for enforcement is yet to be determined.  All beach areas have the same problems.

E.  PUBLIC COMMENT.  1. Colleen Kelley: The noise regulation agreement between the Torrey Pines/LJ Parkway fire station and neighbors is not being enforced.  2.  Betty Morrisson:  Mata/Laureate Park pump station construction will begin shortly.  3.  Martin Mosier: The city owes Kellogg Park 22 more trash cans of the 50 we and the Sea Lodge paid for; 20 were already there.  3.  Martin: The Little Street Overlook Park was approved by all groups and is going forward; LJ Rotary is funding and maintaining it.  4.  Martin: Ways to add more parking to the Shores business area are being considered..  5.  Mary Coakley: There is ADA (Americans Disabled Act) money available for sidewalk repairs and improved disabled access. 6.  MOTION. Passed (8/2) Coakley):  Approval to investigate only the possibility of installing pay and display parking at Kellogg Park.  Money generated could be used for park improvements.  (The Board felt this was an interesting idea but in no way took a position).  7.  John Robinson: the public parking signs behind Starbucks are down; the vendor does not understand that, except for 5 spaces, the rest of the parking is public.  8.  Sherri Lightner was given a round of applause for her presentation backing the passage of the updated LJ Community Plan; she thanked those who attended.
