LA JOLLA SHORES ASSOCIATION (LJSA) BOARD MEETING November 12, 2003

A. CHAIR. 1.
Susan Goulian called the meeting to order at 7 pm; MOTION.
Passed (9/0
Cohen): Approval of the
October 8 minutes.
2. A Nominating
Committee for LJSA officers of Grace Butler, Marjorie Jackson and Jane
Potter was appointed. Officers will be
elected at the December 10 meeting.
Susan thanked the members who are leaving the board: Marvin Cohen, Dan
Courtney and Ty Odeh.
3.
Kellogg Park has five more trash
cans thanks to Betsy Brennen and Martin Mosher.
3. Fran Doolittle has been appointed chair of the By Laws Committee.
4. Dan
Courtney will explore the feasibility of forming a LJ Parks and
Beaches Committee with representatives from all the LJ
planning groups. There might be some
jurisdictional problems with committees already involved.
5. MOTION. Passed (11/0
Booth): The Chair will write a letter to the San Diego
Planning
Commission (PC) endorsing the LJ Community Planning Association’s (CPA)
approval of the YMCA
Expansion plans with its
thirteen conditions plus LJSA’s additional considerations. The letter will be read at the PC meeting
tomorrow when the final decision will be made.
7. MOTION. Passed (12/0
Potter): Approval of a sign to acknowledge the
Alex
Szekely Athletic Complex, the Little Padres and the Doug and Betsy Manchester
Fields at Torrey Pines Elementary
School that will be placed under the
City of SD Cliffridge Athletic Area sign on city property. SD
Community Parks Division One manager Sally Gollahon, Mary Wilson and Randy
White, SD Unified School District presented
the issue. Discussion included the
problem of too many signs, too many naming possibilities, the LJ Shores Planned
District Ordinance (PDO) sign size limit which was said to be 4 inches by 6
inches, the privatization and public access limitations at public parks. Ms White said there would be no more naming
at the school. Karen Boger’s field sign
display was very helpful. The school
district has jurisdiction over school signage
B. TREASURER – Marvin Cohen: September 30 balance
$3,292.25.
1. The Insurance
bill came to $1,487.26 with taxes and fees.
2.
Elected to the 2004-5 board
were incumbents Jackie Booth, Pene Bourk, Mark Broido, Grace Butler, Dan Goese,
Ann Heinemann, Jane Potter and Sue Weissman plus Carol Dupont, Ken King and Sue
Moore.
C. COMMITTEES. 1.
a. Traffic/Transportation.
The 4 way stop sign at Calle del Oro and LJ Shores Dr. has been
installed. b. MOTION. Passed (12/0
Heinemann). To support
the posting of no parking signs from
10 pm to 4 am along LJ Scenic Dr North from Deseo Ave to LJ Village Drive to
discourage drug and sex activity that is taking place in the bushes at the
intersection of those two streets.
2. The LJ Shores Permit Review Committee
approved the Lookout Drive Blake Project.
This will come before the LJ
Shores Advisory Board after correction of the inadequate neighbor notice.

Park Vendors. Mark Broido: The large Sun King storage
container has
been
removed but it is not clear whether this will be permanent. This organization is the only vendor
authorized to have storage at Kellogg Park.
Mark will be talking to real estate assets about this. The SD Park and
Recreation Department is seeking funds to hire rangers to enforce park vendor
and other regulations. . Karen Boger’s
field sign display was very helpful.
LJSA plans to talk to the lifeguards about refining existing surf camp
regulations. LJSA will work on getting
Park and Rec to begin talks leading to regulation of kayak and diver groups
that currently operate nonpermitted and unregulated at parks.
D. PUBLIC COMMENT. 1.
Betsy Brennan, Councilman Scott Peters office:
The SD Fire Relief Fund, together with area
religious groups, will collect goods and money from 9 am to 2 pm at the LJ
Recreation Center on November 16.
2.
Sherri Lightener: LJ Town Council
meets tomorrow at 4:30 pm. Density will
be the topic at the December 17 Traffic/
Transportation meeting.
3.
Gail Forbes: a. December 7 LJ Holiday Parade and festivities start
at 9 am with the parade at 1:30 pm and a 4:15 pm tree lighting at the LJ
Recreation Center. There will be
vendors at Silverado and Herschel streets.
b. The plaque honoring George Wernham will be restored to the
rock at Cliffridge Park.
