LA JOLLA SHORES ASSOCIATION (LJSA) BOARD MEETING January 14, 2004

 

Next Meeting: Wednesday, February 11, 2004  7 pm  SIO Building T-29.

 

Present: Jackie Booth, Pene Bourk, Mark Broido, Grace Butler, Mary Coakley, Kim Conner, Carol DuPont, Susan Goulian, Ann Heinemann, Marjorie Jackson, Ken King, Sue Moore, Jane Potter. Absent: Dan Goese, Joe Gusfielld, Sue Weissman

 

A.    CHAIR.  1.  Susan called the meeting to order at 7 pm; MOTION. Passed:

 (9/0/2 Bourk): Approval of the December 10 minutes.

 

     2.  Susan would like ideas on ways to spend the $50,000 payment from a cell tower at Cliffridge Park on the park.  Proposals will be discussed at the next meeting and voted on in March.

 

     3.  MOTION. Passed (11 DuPont): To support the addition of two additional stop signs to make an all way stop at the Camino del Oro and Calle Frescota intersection.  The issue will go to the LJ Traffic/Transportation Committee next month.  It was suggested that our support be printed in the local newspapers to alert the public to the issue.

 

    4. MOTION. Passed (10/0/1 Booth): To support a Pottery Canyon Park trail enhancement project to make the trail more usable.  The trail starts at Torrey Pines Road, crosses LJ Scenic Drive North and ends at the housing on Gilman Drive.  The Rodriguez pottery family, for whom the canyon was named, was honored with a plaque at the park on January 10

  

B.   TREASURER – Susan: January 14 balance $4,489.53.  New bank: SD

National Bank.

 

C.   ELECTION – Jane: Kim Conner was elected by the board to fill the vacancy

left by Emily Cahn’s resignation.

 

D.  SD POLICE REPORT – Officer Scott Morrison passed out brochures on new parking rules and answered questions.

 

E. MOTION. Passed (10/1 King): To oppose the YMCA EXPANSION as proposed and to support the APPEAL to the SD City Council of the City of SD’s certification of the environmental document.  Sue Moore: The appeal will be heard at 10 am on January 27.

 

F.  HILLEL/8976 CLIFFRIDGE AVENUE – Pene.  Hillel of SD has asked the city to change the zoning of the property from residential to commercial use and to demolish the garage for additional parking.  The right to apply for this use is allowable for religious organizations in the LJ Shores Planned District Ordinance (PDO).  Mr. Lapidus of Hillel and Pene will debate the issue at the February meeting.  The property is next to Site 653 where Hillel hopes to build a student center; Site 653 website: www.site653.com. 

        

G.  PDO FLOOR AREA RATIO (FAR) - Betsy Brennen: Councilman Peters has asked SD city manager Michael Uberuaga and SD city attorney Casey Gwinn assistance in getting the City to “Apply the FAR requirements for single family homes contained in the Land Development Code (SDMC 131.0446) to the La Jolla Shores PDO.”  The PDO does not contain a FAR that the rest of LJ has and this amendment would protect the area from current massive homes until an evaluation of the whole PDO can be scheduled.  There has been City administrative opposition to adding the FAR.

      

H.  COMMITTEES.  1.  Land Use.  The LJ Shores Advisory Board will hear these projects on January 20 (3rd Tuesday): Hawley - 7403 Hillside Dr, Hazard – 1876 Torrey Pines Rd, Sawbold – 8315 LJ Scenic Drive No, Flynn – 8281 Paseo del Ocaso. 

 

2.  Traffic/Transportation.  Mark has asked the City to evaluate the Camino del Oro and El Paseo Grande intersection for safety.  He will coordinate the project with LJSA’s LJ Shores Traffic Review Committee. 

 

     3.  Park Vendors.  Mark: LJSA has met with Scott Peters to discuss the permitted activity fee schedule and to add kayak, scuba and other commercial activities to the regulated permit process.  The fees will be used for regulation enforcement.

 

4.      By Laws/Voting – Ken: The last revision was in 1995.  The committee has

Reviewed about half and is working on membership and voting issues.  a.  To 

it clear who is registered to vote in elections: MOTION. Passed (10/) Coakley): To have two check off boxes on the meeting sign in sheets for attendees to register as voting members and to affirm that they are LJ Shores residents.

   

I. PUBLIC COMMENT.  1.  Betsy Brennan, Councilman Scott Peters office: The SD City website is www.sandiego.gov.  The LJ Shores PDO is on the Development Services Page, 1D Municipal code, Section 131.0.446, LJ Shores, Chapter 10.
