LA JOLLA SHORES ASSOCIATION (LJSA) BOARD MEETING March 10, 2004

Next Meeting: Wednesday, April 14th, 2004 7 pm SIO Building T-29.

Present: Jackie Booth, Pene Bourk, Mark Broido, Mary Coakley, Kim
Conner, Dan Goese, Susan Goulian, Joe Gusfield, Ann Heinemann,
Marjorie Jackson, Ken King, Sue Moore, Jane Potter; Absent: Grace
Butler, Carol DuPont, Sue Weissman.

A. CHAIR. 1. Susan called the meeting to order at 7:05 pm. MOTION. Passed:
(Jackson 12): Approval of the February 11 minutes.
2. Agenda modification. Item 9 - Use of Kellog Park for the
UCSD Cancer Center Luau and Longboard Invitational fundraiser - was
removed because the park is not needed for the event.

B. TREASURY - Balance $4,769.53.

C. CLIFFRIDGE PARK - Ways to use the $50,000 one-time donation for
cell tower use. Audrey Keane, Christine Bilange and Sergio Cabrera,
Torrey Pines Elementary staff and parents, presented their idea for a
run/walk/par course around the perimeter of the Pony and Softball
fields and the open grassy area. Eileen Turk and Sally Gollahon, SD
Park and Recreation Department said this is feasible. The other
proposals to be voted on are: to establish a maintenance fund,
upgrade the bathrooms and install a playground. MOTION. Passed (10/1
Potter): To eliminate the proposal for using the money on a
children's playground. The vote will be taken in April after more
information is presented. This will include the school district's
rules on public use of school playgrounds, whether ADA money is
available for the bathroom upgrade and what the YMCA's renovation
includes and its timeline for completion. The plans are said to
include a running course and a public bathroom

D. Officer Scott Morrisson talked about the Retired Senior Volunteer
Program and its importance in helping the police with at least 15% of
the workload. There is also a program for younger volunteers at the
storefront in downtown LJ.

E. VENDORS AT THE BEACH - Mark Broido To curb commercialism at
beaches, citywide rules were established last year to limit the
number of surf camps at the beach and to restrict operations to week
days from 9 am to 4 pm. Surf Diva of LJ Shores was the only camp
allowed an exemption for weekend operations. Isabel Tihanyi of Surf
Diva presented the case for a continued exemption. MOTION. Passed
(6/4 Broido): LJSA does not approve operation of surf camps on the
weekends. MOTION. Passed (11 Coakley): LJSA will write a letter
requesting that San Diego and SD Park and Recreation regulate all
commercial groups that offer instruction for boogie boards, scuba
diving, kayaking, etc. in the same way surf camps are regulated.
Groups of 5 or fewer students are allowed to give commercial lessons
with no regulation.

F. HILLEL/8976 CLIFFRIDGE AVENUE. MOTION. Passed (11/1 Bourke): LJSA
opposes change of use and the conversion of 8976 Cliffridge Avenue to
non-residential use.

G. COMITTEES. 1. Traffic/Transportation. MOTION. Passed (11 Potter):
LJSA supports the LJ Town Council resolution that several no
pedestrian signs be put in the median along LJ Parkway where it meets
Torrey Pines Road. The purpose of the signs is to discourage
panhandlers who pose a danger to themselves and traffic in the narrow
median.
2. Housing. The Hawley House on Hillside Drive will be heard
tomorrow by the SD Planning Commission. The LJ Shores Advisory
Committee passed the plan with a few changes at a special meeting.

H. PUBLIC COMMENT. 1. Betsy Brennen - Councilman Scott Peter's memo
to the city manager and attorney asking that the San Diego city FAR
(Floor Area Ratio) number be inserted into the LJ PDO (Planned
District Ordinance) was denied by Kelly Broughton, Deputy Director of
SD City Development Services.
2. Dan Goese - There will be an executive summary of the citywide Parking
Task Force on March 12, 8 am at the Promote LJ Offices. Martin
Mosier is the LJ Representative; Dan Goese and Kim Conner are the
LJSA representatives with Ken King as backup.

I. NEW BUSINESS. Paul Kennerson will come to the April LJSA meeting to talk
about plans for Laureate (Mata) Park. The LJ Town Council has a fund
for the park.
