LA JOLLA SHORES ASSOCIATION (LJSA) BOARD MEETING

    MINUTES  April 14, 2004

 

Next Meeting: Wednesday, May 12, 2004  7 pm  SIO Building T-29.

 

Present: Jackie Booth, Mark Broido, Mary Coakley, Carol DuPont, Dan Goese, Susan Goulian, Joe Gusfield, Ann Heinemann, Ken King, Sue Moore, Jane Potter, Sue Weissman: Absent: Pene Bourk, Grace Butler, Kim Conner, Marjorie Jackson.

 

A.    CHAIR.  1.  Chair Susan called the meeting to order at 7:05 pm.  MOTION.

Passed: (Goese 11): Approval of the March 10 minutes with the meeting dates corrected.

      2.  On April 22, the LJ Traffic and Transportation Committee will meet to discuss parking management for LJ.

 

B.  TREASURY – Sue Weisman: April 14 balance $4,769.53. 

 

C.  CLIFFRIDGE PARK/TORREY PINES SCHOOL – 1.  The $50,000 one-time donation for cell tower use.  MOTION. Passed (10/1 Coakley): LJSA supports using the $50,000 cell tower donation for construction/remodel of the bathrooms with LJSA having input on the location and design.  The YMCA would like to use the money to start the bathroom project in September.  LJ Youth backs the plan.

     2.  Audrey Keane: The school district just decided that the Torrey Pines Elementary School playground will be fenced off and not open for public use. 

 

D.  LAUREATE (Mata) PARK.  Dale Naegle and Paul Kennerson presented the plans.  They would like to get the project started and asked LJSA for publicity and fundraising.  Cost: $400,000.  Checks should go to the LJ Town Council Foundation – Laureate Park Fund.

 

E.  COUNCIL DISTRICT 1.  Betsy Brennen.  1.  There will be a summer May 28-September 19 moratorium on Pump Station 27 construction at Laureate Park.  To facilitate this, Avendia de La Playa will be closed April 26-May 7.

     2.   A Penasquitos Lagoon cleanup is scheduled  to begin at the Torrey Pines State Park north parking lot off Carmel Valley Road on April 24 from 9 am-noon, followed by a an Earth Fair and BBQ for volunteers until 2 pm.  Sponsors: California State Parks, Torrey Pines Docent Society and Coucilman Scott Peters. 

     3.  The LJ Shores Lifeguard Tower project will be presented at the May 6 LJ CPA (Community Planning Association) meeting, 6 pm, LJ Recreation Center.  The tower will also be heard at a possible special LJ Shores Advisory Board meeting sometime in May.

     4. Sue Moore: No turn on red at Torrey Pines and LJ Village Drive needs to be enforced.  To avoid the light, traffic is going down Cliffridge Avenue to LJ Scenic Drive North.  Both situations are dangerous and compounded by a major depression left after sewer work on Cliffridge.

     5.  Dan Courtney: The keep clear sign removed during road construction in front of Calle Juela on Torrey Pines Road has not been replaced.

 

F.     UCSD.  Milt Phegley.  1.  Mary Ann Fox of NC University is the new UCSD

Chancellor

     2.  The university’s Long Range Development Plan EIR (Environmentl Impact Report) will be released to the public in May.  There will be a 45 day review period – a CD is available and it is also on the UCSD website: .  Milt will present the report at the LJSA May meeting.

     3.  The El Paseo Grande/LJ Shores Drive Traffic Light construction is out for bid.  Former LJSA Vice Chair Ty Odeh, UCSD and SD are funding it.  March 29 was proclaimed Ty Odeh Day when he was honored by the SD City Council.

 

 G.  COMITTEES.  1.  By Laws.  Fran Doolitte.  Existing (1992) and revised copies were passed out to board members to review and comment on to Fran (fd@juno.ucsd.edu) before May 15.  Other committee members: Ken King, Jane Potter.  The final bylaw report and vote will be at the June LJSA meeting.

2.      Vendors at the Beach.  Anitra Bascon-Wurtz has joined the committee.

 

H. PUBLIC COMMENT. 1.  Audrey Keane: Vallecitos and Camino del Oro Crosswalks will be repainted.  Betsy Brennen says she can get others done.

     3.  Aleta Reese: Noise abatement – her family would like to try to ban the leaf blowers used by gardeners.

     4.  Linda Smith: The Site 653 appeal will be heard on May 12.  Funds are needed – they are tax deductible to the full extent of the law and made out to the LJ Town Council Foundation – Site 653 fund.
