LA JOLLA SHORES ASSOCIATION (LJSA) Meeting Minutes September 8, 2004

 

Next Meeting: Wednesday, October 13, 2004,  7 pm  SIO Building T-29.

Present: Jackie Booth, Pene Bourk, Mark Broido, Grace Butler, Mary Coakley, Carol Dupont, Dan Goese, Susan Goulian, Ann Heinemann, Marjorie Jackson, Ken King, Sue Moore, Jane Potter, Sue Weissman.  Absent: Kim Conner, Joe Gusfield.  Community members: 28

 

A.    CHAIR. Susan Goulian called the meeting to order at 7 pm.  1.  MOTION.

Passed (10 Broido): Approval of the July 14, 2004 minutes.  LJSA liability insurance is up for renewal with a requirement that the bylaws may need to be amended to add an anti-harassment clause.

 

2.  Fran Dootlittle, Sue Moore and Janet Potter, chair, have been appointed to the LJSA Nominating Committee for 2004 board members.  There are 4 vacancies; the ballot will be sent out and the election will take place in October.

 

      3.  Meetings: a.  September 29, 5:30 pm, LJ Recreation Center: Kellogg Park South Comfort Station - this will be the only chance for public input on the project.  All LJ Planning Groups are invited to participate.  The plans will be at the LJ Library. 

         

            b.  October 20, 6:30-8:30 pm, Parker Auditorium, LJ High – A debate between District One city council candidates Scott Peters and Phil Thalheimer.  Susan is participating in the debate procedures.

 

      4.  Non-emergency police phone numbers: traffic enforcement – (858) 495-7800; vehicle abatement (vehicles stationary for longer than 72 hours) – (858) 495-7856; parking enforcement (619) 531-2000. 

 

B.  TREASURY – S. Weismann: July 8 balance: $5,855.29.  Donations: $2,241.

 

C.  SD WATER MAIN REPLACEMENT.  Greg Block/James Chan: LJ Phase III of this project will install 4,000 feet of 16 inch PVC pipe on LJ Shores Dr between Avenida de la Playa and Ruette Monte Carlo from fall 2005 and summer 2006.

 

D.  UCSD – Milt Phegley: The Long Range Development Program Environmental Impact Report will be available on the UCSD website on September 10.  The plan will go to the regents for review and approval on September 21. 

 

E.  DISTRICT ONE – 1.  Betsy Brennen: a.  Mt. Soledad Emergency Plan meeting for fire and other safety matters will be held on October 1, 10 am at the LJ Library.  There will be subsequent evening meetings.  Homeowners will be asked to comply with brush management laws and the city will clear brush on public lands.                                                                   

         

           b.  Betsy will present a plan to LJSA in October for the free replacement of the 10 diseased date palms along LJ Parkway as they are still under warranty.

 

F.  KELLOGG PARK. 1. Mark Broido presented extensive designs to renovate the park.  Among the changes proposed: redoing the boardwalk and seawall, upgraded materials, added walkways, new lighting, more beach/park access, group picnic facilities, a drop off zone, boardwalk seating. There were many suggestions.  MOTION. Passed (13 Booth):  Schedule a workshop for community input.  Mark would like comments sent to him at mbroido@alumni.stanford.org.

 

G.  COMMITTEES.  1.  Traffic.  a.  The city is evaluating options for the Ave de la Playa/Ave de la Ribera/El Paseo Grande triangle where parking is forbidden.  Deliveries have moved from there to the alley behind the stores where they block residents’ garages. 

         

           b. MOTION. Defeated (5/6 Heinemann) to put a 4 way stop at Paseo del Ocaso and Paseo Dorado.  A city traffic engineering study indicated that it was not warranted.  For better visibility, the city proposes extending the red curbs 15 feet and shrubbery trimming by the city and homeowners.

         

           c.  A comprehensive traffic plan is needed to address problems, including the Avenida de la Playa crosswalk, instead of doing each project by itself.  Sue Weissman will head this committee and Martin Mosher will provide architectural drawings.  The committee will meet with Husam Hassemin (619) 533-3198, Associate Engineer-Traffic, Transportation Engineering Division. Suggested: One-way streets, neon sign colors, traffic ahead signs stenciled on the street and lighted crosswalks

         

            d.  It was decided to further evaluate the request of the Azure Coast neighborhood to move the east side Torrey Pines Road bus stop adjacent to the development north 50 yards beside a concrete wall to keep the fire hazard down from cigarettes in the pine needles and bus fumes and noise from the homes.  Other neighbors will be consulted and the site visited. 

         

            e.  Further issues: (1) On-coming traffic is the reason the on-ramp from LJ Village Dr going south on Gilman Dr cannot be reopened.  Lighting under the bridge and clearing brush was suggested so cars can see bikes coming down Gilman.  (2) The short left-hand turn from Torrey Pines Rd south onto freeway bound LJ Parkway is a bottleneck and should be lengthened.    

 

     2.  Vendors at the Beach – The lifeguard/ambassador program to monitor and enforce beach area rules this summer was very successful and a report will be available soon.  The boat launch and Vallecitos traffic were major problems.

 

     3.  Business District Enhancement.  Committee Chair Grace Butler asked for ideas.  The business community is sponsoring a September 18 underwater/beach cleanup.   

 

H.  NEW BUSINESS. Diane Sullivan praised LJSA for the conduct of its meeting.
