LA JOLLA SHORES ASSOCIATION (LJSA) Meeting Minutes November 10, 2004

 

Next Meeting: Wednesday, December 8, 2004,  7 pm  SIO Building T-29.

Present: Jackie Booth, Pene Bourk, Mark Broido, Mary Coakley, Kim Conner, Carol Dupont, Dan Goese, Susan Goulian, Ann Heinemann, Marjorie Jackson, Ken King, Sue Moore, Jane Potter, Sue Weissman.  Absent: Joe Gusfield, Community members: 26

 

A.    CHAIR. Susan Goulian called the meeting to order at 7 pm.  1.  MOTION. Passed (12/0 King): Approval of the October 10, 2004 minutes.

 

      2.  General.  a.  Sue Weissman will hold the LJSA Board of Directors insurance certificate and information.

           b.  Board members will receive copies of the revised by-laws.

           c.  The Laureate Park pump station is scheduled to be finally finished in June 2004.

 

      3.  Hillel/Site 653 traffic issues will be heard at LJSA December 8, LJ Traffic/ Transportation (T/T) December 16 and the LJ Shores Advisory Bd on December 17.  Sue M asked Susan to request a date change for the Advisory Bd hearing.

 

B.  TREASURY – S. Weismann: November 10 balance: $4,756.36.  Donations: $355.

 

C.  LJSA Board members elected for the 12/2004-12/2006 year: Andrea Dahlberg, Fran Doolittle, Greg Salmon, Sherri Lighner.  John Metzger was elected to fill the vacated seat.  Susan and the retiring board members were thanked for their service.  

 

D. MOTION. Passed (13/0 Heinemann): To support the neighborhood request to remove the two hour time limit non-metered signs on the 8600 bock of Cliffridge Avenue.

 

E.  Scripps Institution of Oceanography (SIO): MOTION. Passed (10/3 Coakley): To request that Expedition Way/Downwind Road between Torrey Pines Road and LJ Shores Drive be kept open.  MOTION. Passed (Broido13/0): To request that SIO put aside the road closure funds for a future traffic control device at Downwind and LJ Shores Drive.  

 

 

E.  DISTRICT ONE – Betsy Brennen.  1.  Dates:  a.  November 15, 10 am - the formal turning on ceremony of the new traffic light at LJ Shores Dr and El Paseo Grande. 

            b. Volunteers were requested to meet at Soledad Natural Park, 9 am, November 20 for the first annual Make LJ Safe Day to paint blue indicator dots and prune areas.

 

      2.  Safety: a.  A request has been made to paint "Keep Intersection Clear" on LJ Shores Dr at Avenida de Las Ondas.

            b.  Ways to slow the traffic on Via Capri will be discussed by neighbors and City traffic engineers at LJ High from 6-8 pm.   Any decision would then come to LJSA, LJ Traffic /Transportation (T/T) and the LJ Community Planning Assn (CPA) in that order. 

            c. Bott's dots were suggested, in general, as a traffic slowing device for problem areas.

 

      3.  Illegal Allen Field lights will be removed by November 15.  The light on top of the club house could be a problem also.

 

      5.  Left hand turn problems that several west side complexes north of Pottery Canyon have getting onto Torrey Pines Road was referred to Traffic/Transportation.

 

      6.  The City Street Division will clear the pine needle litter along Torrey Pines Road at the bus stop near the fire station.

 

F.  COMMITTEES.  1.  Beach Vendors: The 3 month, daily 8 am-5 pm summer life guard ambassador trial program was a success.  The biggest problems were on Vallecitos with drop offs, parking, loading/unloading.  The life guards are now under the jurisdiction of the Fire Department instead of Park and Recreation. The city will move to regulate kayaks and later scuba groups as surf camps are;  now there are few restrictions on either group.  Financing for future life guard ambassadors is uncertain.   

    

     2.  Traffic/Transportation (T/T).  a.  December 16: Joint November/December.

          b.  The City has been asked for a history of warrants on Hidden Valley/ Roseland Drive so a review can be made of the necessity of a stop sign. 

          c.  LJ Village Dr/Gilman Dr street widening: LJ Shores Heights complex met with the City and have been promised a sound barrier and some plant restoration.  Widening plans include taking away one of the left hand turn lanes from LJ Village to LJ Scenic Dr No and adding a second left turn lane at LJ Village and Torrey Pines with inadequate striping. 

          d.  Scott Peters office has requested pothole information on feeder streets.  These can be sent to Mark, Betsy or called into the traffic hotline (619) 527-7500. 

          e.  Pene: There is a big problem of road depressions from sub-standard materials used for refilling holes dug for pipes for new home construction.       

 

4.  Land Use.  LJ Shores Permit Review Committee - Approved: Schroedl #37554, 2020 Soledad; Sudberry #49080, 8052 Calle de Ciello; Lai #17873.  LJ Shores Advisory Board -  Approved: Barman #12708, 7950 Via Capri; Bondy #42844, 8422 Preswick Dr; Denied: Palazzo #19379, 2402 Torrey Pines Rd. 

 

I.  PUBLIC COMMENT.  1.  Fran: A bench has been damaged at Kellogg Park; possible replacement is still being determined.

    

      2.  Dan asked Betsy for an update about the Cliffridge Park bathroom replacement.

 

      3.  Mark will schedule a meeting for public input to the Kellogg Park redesign project.

 

      4.  Mary: Cell Towers in Parks is now a process 2 review so will not come before the City Council which means there is little public input.  This will be on the LJSA December agenda. 

 

      5. The Kellogg Park south bathroom project is moving along. 

 

      7.  On the December Agenda: Discussion about requesting LJ Permit Review Committee and LJ Shores Advisory Board members to stop approving projects with conditions that are not enforced and ask that projects come back to the groups with the conditions in the plans before they are approved.
