LA JOLLA SHORES ASSOCIATION (LJSA) Meeting Minutes December 8, 2004

 

Next Meeting: Wednesday, January 12, 2005, 7 pm SIO Admin Bldng Rm 114.

Present: Jackie Booth, Pene Bourk, Mark Broido, Andrea Dahlberg, Fran Doolittle, Carol Dupont, Dan Goese, Joe Gusfield, Ann Heinemann, Ken King, Sherri Lightner, John Metzger, Sue Moore, Jane Potter, Greg Salmon, Sue Weissman.

 

A.  CHAIR. Outgoing chair Susan Goulian called the meeting to order at 7 pm.  1.  Officers were elected: Chair Sherri Lightner, Vice-Chair - Mark Broido, Recording Secretary - Ann Heinemann, Corresponding Secretary - Dan Goese, Treasurer - Sue Weissman.  Ken King was asked to serve as Parliamentarian.

      2.  The November 10 minutes were approved with the G.2.c sentence at the end of line 2 changed to: “Widening plans include removing one of the left turn lanes from LJ Village to LJ Scenic Dr/Way to lengthen one of the left turn lanes from LJ Village Dr onto Torrey Pines Rd.”

      3. The revised LJSA By Laws were distributed.

 

B.  TREASURY – S. Weissmann: November 10 balance: $4,896.30.  Donations: $190.

 

C.  POLICE - Officer Scott Morrison brought a new contact guide for problems, mentioned upcoming lifeguard tryouts and answered general questions.

 

D.  HILLEL/SITE 653/PROJECT 6098 - Transportation/Parking.  Bob Lapidus/ Hillel, Dave Sorensen/certified traffic engineer and Jennifer Ayala/M. Steele Architects listened and responded to comments and questions about the impact of a student center on the surrounding neighborhood.  Among the concerns voiced: the inadequacy of garage access/egress onto LJ Scenic Way/Drive and that there is no access and poor egress to and from northbound LJ Scenic Way/Dr; using the entry to LJ Shores Heights area for U-turns; the possibility of LJ Scenic northbound cars cutting through the neighborhood to access the garage; street drop offs for large truck deliveries and passengers; noise; inadequate traffic studies because they were not done when UCSD is in session and/or not done on a Friday when activity will be highest; impact of UCSD growth on the Center use; the danger of the garage entry being so close to the LJ Village Dr/LJ Scenic intersection which is already dangerous as is; the Hillel mission statement that aims to draw college age students from all over the SD area to their centers versus the Hillel verbal statement that this facility is just for UCSD students; not including many neighborhood streets in the parking impact study; competition for area parking with the synagogues on the same days; need for a Conditional Use Permit; the possible ultimate destruction of the single family neighborhood with the advent of this first institutional encroachment; the 800-900 person building capacity which makes the 40 on site parking spaces inadequate and the purported 350 attendee limit suspect, the problem of larger gatherings for weddings, etc.

     

E.  DISTRICT ONE – Betsy Brennan. 1. The November 20 Make LJ Safe Day was cancelled for lack of participation. 

      2.  LJSA was thanked for the star we bought for her in the LJ Parade

      3.  The two dead canary palms on LJ Parkway will be removed and replaced and all eight will come under a new warranty. 

      4.  The only solution to the traffic problems on Via Capri the residents could agree on at the December 7 meeting was to build the bridge over LJ Parkway to join north and south LJ Scenic Drives. 

       5.  Recommendations will be made for some of the problems encountered last summer by the lifeguards in the ambassador program.  One suggestion: bollards to prevent cars from coming onto the boardwalk when turning around at the end of Vallecitos.

      6.  A neighborhood electric wire under-grounding timetable is in place.

      7.  The status of the Cliffridge Park remodel/replacement bathroom project with the $50,000 cell tower money will be checked.

       8.  Additional rules for oversize vehicle street parking are being considered.

 

F. MOTION. Failed (Broido 8/8).  LJSA recommends that the LJ Shores Permit Review Committee and the LJ Shores Advisory Board deny projects that have substantive conditions that do not conform to the LJ Shores Planned District Ordinance.
