LA JOLLA SHORES ASSOCIATION (LJSA) Meeting Minutes January 12, 2005

 

Next Meeting: Wednesday, February 14, 2005, 7 pm SIO Building T-29.

Present: Jackie Booth, Pene Bourk, Mark Broido, Andrea Dahlberg, Fran Doolittle, Carol Dupont, Dan Goese, Joe Gusfield, Ann Heinemann, Ken King, Sherri Lightner, John Metzger, Sue Moore, Jane Potter, Greg Salmon, Sue Weissman - @ 12 in audience.

 

A.  CHAIR Sherri Lightner called the meeting to order at 7 pm and the December 8 minutes were approved. 1. Committee chairs and members were asked to continue serving and some chairs gave committee updates.

            a.  Benches – F. Doolittle has a waiting list of a dozen or so who want memorial benches at Kellogg Park; the business district was suggested as a possible site for some.  The policy for damaged benches is that the location belongs to the donor who would need to pay for restoration.

            b.  Land Use – S. Weissman monitors the LJ Shores Advisory Board and LJ Shores Permit Review Committees and serves on the former.  They generally meet respectively on the 3rd Tuesday at 9:30 am in downtown SD and on the fourth Tuesday at 4 pm at the LJ Recreation Center

            c.  Vendors at the Beach – M. Broido. The committee is working on regulating all commercial activity including surf camps to keep the area as free from commercialization as possible.  Sun King is the only permitted concession with a 3-year contract that ends in 2005.  The city receives 28% of gross sales.

            d.  Torrey Pine Corridor – Ken King represents LJSA on this community group joint committee to enhance safety and beauty on Torrey Pines Rd between Prospect St and the LJ Shores Dr/TP Rd intersection.  The committee often meets in the library on the second Tuesday at 5:30 pm.

            e.  Avenida de la Playa Clean Up – John Metzger: trash is under control now.  He proposes enlisting youth groups for rewarded summer trash pick up.  Suggested:  Extra trash put out and emptied by businesses.  Merchants cannot empty the city trashcans.

            f.  Other committees: Traffic/Transportation, LJ Shores Planned District Ordinance, By-Laws, Art Issues – J. Booth, Computers – D. Goese, La Jolla Youth – D. Goese, LJ Shores Permit Review and Coast Development Permit Review.

 

     2.  The Coastal Commission will decide if San Diego has a vested right to put safety buoys designating a public swim area in front of the Beach and Tennis Club (B/T).  B/T can apply for a buoy permit if the right is denied.

 

      3.  LJSA is the lead community group for Kellogg Park and will conduct public hearings; provide input to the city and to other community organizations.

 

      4.  The Parking Management District will be heard on January 20 at a LJ Town Council forum, on January 27 by Traffic/Transportation, February 3 by the LJ Community Planning Assn, on February 14 by LJSA, February 16 by the SD Land Use/Housing for action.

 

      5.  The city will not pay for Torrey Pines slope reconstruction at Little Street.

 

      6.  Water and sewer planning has stopped because the city lacks funds.

 

B.  TREASURY – S. Weismann: December balance: $4885.15   Sue passed out a sheet showing donations since 1996.  They are 1997 - $5,545; 1998 - $1,380; 1999 - $100; 2000 - $275; 2001 - 0; 2002 - $3,670; 2003 - $4,301; 2004 - $3,561.  The amounts in 1997 and 1998 are probably due to pass through money on projects like the Kellogg Park children’s playground where LJSA served as the banker.  The donations after 2001 were probably from interest generated by the resumption of the LJSA newsletter.

 

C.  PUBLIC COMMENT.  1.  Bud Stevens of Sea Lodge called attention to the collapse of the boardwalk at the end of Avenida de la Playa that occurred several weeks ago.  The City Park and Recreation, Transportation and Storm water Departments are each saying the other is responsible.  LJSA members were urged to call to get the repairs started.

 

      2.  M. Broido: The California Coastal Conservancy gave a favorable rating to the Kellogg Park renovation project.  A donor has come forward to lead the fund raising drive.

 

      3.  M. Coakley: The permit was issued for the renovation of the Kellogg Park south comfort station that will start in a week.  The official groundbreaking will be at 10 am on January 26.  P. Bourk suggested that the toilets be salvaged and used for the Cliffridge Park bathroom renovation.

 

      4.  M. Broido – Beach Statistics on visitors, preventive actions and citations respectively.  2001:       1,868,360     10,515     9                              2003:      3,172,497     23,724     11

       5.  Mary Coakley:  Cell tower policy will be heard at the SD City Council in early March.    

 

D.  POLICE - Officer Scott Morrison brought information on the new laws that went into effect in 2005.  The small motorcycles are illegal everywhere.  The standup segways are not allowed on sidewalks.  Magazine solicitors are required to pay $3 and have a badge – neighborhoods that do not buy from them are usually not bothered again.

 

E.  HILLEL/SITE 653/PROJECT 6098 - MOTION. Passed (Bourk 15/0) To deny both phases of Project 6098 because it does not comply with the La Jolla Shores Planned District Ordinance (PDO) or the 2002 La Jolla Community Plan. MOTION. Passed (Potter 15/0). To deny the street (right-of-way) vacation as proposed in conjunction with Project 6098 because the findings cannot be made.  MOTION. Passed (Bourk 13/1):  To deny the change of use for 8976 Cliffridge Avenue and terminate the existing occupancy.  LJ T/T will hear this issue on January 27.

 

F. MOTION. Failed (Broido 8/8).  LJSA recommends that the LJ Shores Permit Review Committee and the LJ Shores Advisory Board deny projects that have substantive conditions that do not conform to the LJ Shores Planned District Ordinance.
