LA JOLLA SHORES ASSOCIATION (LJSA) Meeting Minutes June 8, 2005

 

Next Meeting: Wednesday, July 13, 2005, 7 pm SIO Building T-29.  Present: Jackie Booth, Mark Broido, Andrea Dahlberg, Fran Doolittle, Dan Goese, Jim Heaton, Ann Heinemann, Ian Lerner, Sherri Lightner, John Metzger, Isabel Tihanyi; absent: Carol Dupont, Ken King, Jane Potter, Greg Salmon, Sue Weissman – audience 26.

 

A.  CHAIR Sherri Lightner called the meeting to order at 7 pm and the May 10 minutes were approved later.

     1.  Andrea, Jane and Ken were thanked for the LJSA newsletter publication/mailing.

     2.  There is no date for the City Council hearing on Site 653/Project 6098/Hillel.  A Council plan to hold a closed door meeting to consider selling city property, including site 653, was ruled illegal by the city attorney and there is a lot of opposition to selling any property.  People were urged to call the city and ask to be notified of any activity concerning the Site 653. 

     3.  The SD PSNS (Public Safety/Neighborhood Safety) will hear the Police appeal against the hearing officer approval of the liquor license for the Union 76 station.  As far as is known, this would be the first service station to be allowed to have liquor sales in LJ.

     4.  The SD City Council voted down the city manager’s plan to charge non-city residents fees at city beach parking lots.  The issue will come up again.  Council approval of the LJ and other Parking Districts would be a consideration.  PLJ wants at least part of any fees to support the park and beach where the fees would be charged.

     5.  The usual city construction work summer moratorium from May 30 through September 3 will not be honored this year except on the Avenida de la Playa pump station.

     6.  The hearing officer’s approval of the Rashid residence (7194 LJ Scenic So) lot divide project will stand because the SD Planning Commission vote was tied.   

     7.  Dates/meeting topics: a.  June 30 Kellogg Park South Comfort Station grand opening. 

          b.  Paul Metcalf will discuss maintenance assessment districts at the next LJSA meeting.

     8.  Paul Benton, Sara Moser and Larry Sillman were approved as the three candidates LJSA will submit to the District One office, one of whom will be appointed to a term on the LJ Shores Advisory Board.

 

B.  UCSD.  Milt Phegley: Commencement is on both days this coming weekend.

 

C.  PUBLIC COMMENT – 1.  Maria Rothschild:  The code violation officer has filed against the plan to renovate the building that houses Rudy’s Café.  The owner has a year in which to pursue a building permit.

     2.  Susan Goulian passed around a petition against the Hillel student center on Site 653.

     3.  Mark Broido is again raising money for extra beach raking from the end of June to the end of October at LJ Shores Beach.  A fund could be established for extra trash pickup in the summer.  These projects will be publicized in the local papers, Sherri will send out an appeal through her e-mail list and Dan will put it on the website.   There would be two separate funds at the LJ Town Council Foundation.

     4.  Karen Boger: Cliffridge Park signs have been vandalized; there is illegal parking on the grass and loud speakers (permit needed) play music between innings.  Dan will speak LJ Youth Boys Baseball about these problems.  Mary Coakley/Andrea:  There is no contractor willing to take on the small $50,000 bathroom renovation.

     5.  Candace Porter, San Dieguito Alliance for Smoke Free Beaches/Parks spoke and the issue will be on the LJSA July agenda.  All current smoke free parks/beaches use lifeguard and self-enforcement.

    

D.   DISTRICT ONE – 1.  Betsy Brennan-Kinsley is now the chief of staff and another staff member will be the LJ liaison.

     2.  Councilman Peters is very interested in the smoke free beach project and there are   several ways to proceed on the issue.

     3.  MOTION. Approved (Broido 9).  LJSA recommends the installation of two bollards made with no visible metal material at the junction of Avenida de la Playa and the LJ Shores Beach boardwalk.  The Beach Committee and District favored this plan.  After a style and color recommendation from the Beach Committee, an e-mail vote will be taken.

 

E.  NOMINATING COMMITTEE nominee Jim Heaton was elected unanimously to fill the LJSA Board vacancy.  

 

F.     KELLOGG PARK SOUTH COMFORT STATION FUNDING SHORTFALL.  Mary Coakley reported a $35,000 - $50,000 deficit.   MOTION. Approved (Heinemann 7/3) LJSA requests the transfer of the approximately $7,500 in Pepsi funds, held by SD Park/Recreation and designated for Kellogg Park, to the Kellogg Park South Comfort Station project (Check to be made payable to L. Beacham).  

Other funds have been donated or applied for.  Proposition 40 money may be available.  Dan will put a fund appeal on the LJSA website.  Some board members questioned the accuracy of the shortfall figures.

 

G.  COMMITTEES.  1.  TRAFFIC/TRANSPORTATION (T/T).  a.  The following motions from the May 26 T/T meeting were approved:  To accept the recommendation for 2 V-Calm Signs on Via Capri (uphill at Rue Adrian and downhill at Upper Rue Michael); and extension of the queuing lane on northbound Torrey Pines Road, north of Glenbrook/Dunaway.

                b.  A flashing pedestrian sign for Avenida de la Playa was discussed.  T/T approved one for LJ Blvd at Bonair Street.

 

2.      PARKS/BEACHES  a.  The broken Kellogg Park Children’s playground swings will be

replaced by June 30.

          b.  MOTION. Approved (Tihanyi 6-4): A special permit for the Cosmos Girl Teen Magazine August 7 Summer Tour activity day at Kellogg Park.  No permits are ordinarily issued for summer events at the park.  The group will do an early morning beach cleanup. Asking for a donation to LJSA from sponsor L’Oreal was suggested.

          c.  Surf camp instruction is not allowed on weekends at the LJ Shores Beach.  MOTION. Approved (Tihanyi 9-1):  To permit current surf camp permit holders to give surf lessons for up to 4 persons per instructor on the holiday weekends of Memorial Day, July 4 and Labor Day for safety reasons.

          d.  The LJ Shores surf camps are generating $100,000/year for the general fund.  LJSA will write a letter asking that some of that money come back to the park and beach for rule enforcement and maintenance.  SD City will fund one ambassador to monitor surf camps at all city beaches, which will be inadequate. 

 

     3.  PICNIC.  a.  Having the annual picnic in conjunction with the Kellogg Park South Comfort Station opening was suggested, but the consensus was to have it on a weekend in September.               b.  MOTION. Approved (Goese 9/0) LJSA will give $200 for refreshments at the June 30 Kellogg Park South Comfort Station opening ceremony.  If more money is needed, an e-mail vote will be taken.

 

     4.  BEACH SECURITY.  Information was not available on cost or source of funding.  Greg Salmon has the figures. If the project goes forward, July 4 is the target date to start.
