LA JOLLA SHORES ASSOCIATION (LJSA) Meeting Minutes July 13, 2005

 

Next Meeting: Wednesday, September 14, 2005, 7 pm SIO Building T-29.  Present: Jackie Booth, Andrea Dahlberg, Fran Doolittle, Carol Dupont, Dan Goese, Jim Heaton, Ken King, Sherri Lightner, John Metzger, Jane Potter, Isabel Tihanyi; absent: Mark Broido, Ian Lerner, Greg Salmon, Sue Weissman

 

A.    PUBLIC COMMENT

1.      Alex Varon: The La Jolla Playhouse fire alarm was activated and sounded all evening.  Milt Phegley is working to resolve what happened and why the alarm could not be deactivated by Fire or Police.

2.      Mary Coakley Kellogg Park South Comfort Station:  Pam Slater, SD County Supervisor donated $50,000 for the underwater map.  A list of all business and individuals who contributed time/money was distributed.  The deficit to L. Beacham is $15,000 – $20,000.

3.      Catherine XXXXX raised a concerned about the burning of pallets at the beach and the associated health risks.  She will research the beach “rules” and provide Sherri Lightner with a letter for the City Council asking for their assistance in enforcing no pallet burning at beaches.  In addition, Catherine will invite the appropriate City employee to attend the September LJSA meeting to discuss this issue.

4.      Beach Security:  Information was not available on cost or source of funding.  Greg Salmon has the figures.  Carol Dupont proposed addressing beach security for next summer, since this summer is almost over.

5.      MOTION. Approved (duPont 10-0):  Commend San Diego Police Department, Fire Department, Life Safety, and Park & Recreation for their terrific coverage of the La Jolla Shores Beach over the 4th of July weekend.

6.      Candace Porter, San Dieguito Alliance for Smoke Free Beaches/Parks, and Molly XXXX, American Heart Association, spoke about their experience in getting the City of Solana Beach to adopt smoke free beaches.  There is a task force working to have all San Diego beaches smoke free.  Councilman Scott Peters has been briefed and is waiting for several deliverables before he will provide his support.  MOTION. Approved (Doolittle 8-2):  Support effort to have smoke free beaches in the La Jolla Shores.  Sherri Lightner will write a letter to Councilman Peters stating that the La Jolla Shores Association supports smoke free beaches.

 

B.    CHAIR Sherri Lightner called the meeting to order at 7 pm and the June 8 minutes were approved.

1.      The vote taken regarding the installation of the two bollards was ratified.

2.      The following committee appointments were made:

(a)   Traffic/Transportation: Jim Heaton (representative), Greg Salmon (alternate).

(b)   La Jolla Shores Permit Review Committee: Fran Doolittle (representative), Tony Crisafi, (representative), Sherri Lightner (alternate).  MOTION. Approved (King 10-0):  Ratification of all committee appointments.

3.      September 27, 2005 is that latest date set for the City Council hearing on Site 653/Project 6098/Hillel.

4.      The Union 76 station application for liquor license submitted to the SD PSNS (Public Safety/Neighborhood Safety) was withdrawn because the applicant wants to build condos on the rear lot.

5.      The Rashid residence (7194 LJ Scenic So) will go San Diego City Council August 2.

6.      The Torrey Pines Road Traffic Corridor Project will be discussed at the next T/T.  All members are encouraged to attend.

7.      The Community Parking District was approved by the City Council on June 27, 2005.  Information on how the Parking District will move forward will be distributed.  LJSA needs a representative to serve on this board.  Any interested board members, please contact Sherri.  The first meeting is Thursday, July, 21.

8.      The August La Jolla Shores Association meeting is cancelled.

9.      The swim buoys in front of the La Jolla Beach & Tennis Club are the subject of a Sierra Club appeal.  A coastal commission permit is needed for the buoys.  The LJSA will be involved in the information gathering for the permit.  Currently, a settlement with the Sierra Club has been delayed by 120 days.

10. The City of San Diego will be coming to the La Jolla Town Council and the La Jolla CPA in September to discuss the Children’s Pool dredging.

11. Sherri distributed an updated handout regarding acronyms & organizations.

 

C.    Paul Metcalf will discuss maintenance assessment districts at the next (September) LJSA meeting.

 

D.    PERMITS FOR HOLIDAY WEEKENDS

1.      In general, beach traffic was light over the 4th of July.

2.      Jackie Booth recommended that further action/discussion be delayed until after Labor Day.  At the September meeting, Izzy Tihanyi will provide a summary report of summer activity at the beach.

 

E.     COMMITTEES

1.      TRAFFIC/TRANSPORTATION (T/T)

(a)   Traffic calming issues were discussed that pertain to Nautilus and West Muirlands.

(b)   Voted to remove the two way left turn lane as requested by residents on Via Capri as it approaches LJ Parkway and to lower the speed limit between on Torrey Pines Road between Pottery Canyon and Ardath Lane from 45 to 35mph.

2.      PARKS/BEACHES

(a)   The 2 bollards were voted on and ratified.

(b)   Skateboarding at the beach was not limited and a decision made to take no action.

(c)   Extra beach raking and extra trash pickup at Kellogg Park is still outstanding.

(d)   Waiting for report from Karen Boger regarding Cliffridge Park.  Park & Rec is investigating enforcing the lease conditions for the field.  Dan spoke with LJ Youth Boys Baseball about the issues.

3.      LAND USE.

(a)   McCall residence passed and will be presented at the August CPA.

4.      LA JOLLA SHORES PERMIT REVIEW

(a)   Discussed status of Palazzo (Andrea Villa) / Villa Magna project which will place 30 residential units on a 53,000 sq ft lot.  An environmental document is needed before the project can go to hearing on August 25 in City Council chambers. MOTION. Approved (Doolittle 10-0):  Sherri is authorized to speak for the LJSA and attend any meeting related to the Palazzo project.  Dan will inform Vena Lewis (Development Project Manager) that the LJSA want to be kept abreast and notified of all related hearings and issues.

5.      PICNIC

(a)   The annual picnic usually takes place on a Sunday in October or November.  A permit will need to be secured.  Izzy and John, via email, will propose several possible dates, and a vote will be taken.
