LA JOLLA SHORES ASSOCIATION (LJSA) Meeting Minutes    Sept 14, 2005

 

Next Meeting: Wednesday, October 12, 2005 (Subsequently changed to October 19th), 7 pm SIO Building T-29.  Present: Jackie Booth, Mark Broido, Andrea Dahlberg, Dan Goese, Jim Heaton, Ann Heinemann, Ken King, Ian Lerner, Sherri Lightner, John Metzger, Greg Salmon, Sue Weissman; absent: Fran Doolittle, Carol Dupont, Jane Potter, Isabelle Tihanyi– audience 19.

 

A.  CHAIR Sherri Lightner called the meeting to order at 7:05 pm; the July 13 minutes were approved.

     1.  Site 653 will be heard at SD City Council on September 27, 2 pm.  Everyone was urged to write letters and attend the hearing.

 

     2.  Appointments.  a.  Nominating Committee: Chair Fran Doolittle, Andrea Dahlberg, Jim Heaton.  Termed out are: Jackie Booth, Dan Goese (who will continue to maintain the website), Ann Heinemann, Jane Potter, Suzanne Weissman.

  

            b.  Paul Benton and John McCall were appointed to the LJ Shores Advisory Board; Susan Goulian was re-appointed.

 

            c.  Toni Crisafi was designated the LJ Shore representative to the LJ Shores Permit Review Committee.

 

            d.  LJSA members will vote by e-mail on a person who will be recommended to Councilman Peters to serve as the LJSA representative to the LJ Community Parking Board.   

 

B.  TREASURY.  Balance today is $5,832.35; donations: $120.

 

C.  UCSD.  Milt Phegley:  School opens September 22; students begin returning this weekend.

 

D.  PUBLIC COMMENT – 1.  Pat Granger reported that there will be no sidewalk on the south side of the LJ Village Drive bridge over Gilman.  There will be a light on the northbound exit ramp from LJ Village Dr to Gilman.

 

     2.  Mary Coakley thanked those who have reduced the Kellogg Park South Comfort Station debt to $10,000.  The decorative shower wall plans are in progress.

 

     3.  Bob Barto suggested that the LJ Village Drive/Scenic Way crosswalk be eliminated.

 

     4.  Alex Varon said the onramp from LJ Village Drive to southbound Gilman will open next week.  LJ Shore Heights has continuing issues with the drainage swale, sound wall and vegetation/irrigation line restoration along the ramp.  This is being handled through the University City Planning Group.

 

     5.  Mary is concerned because the Cliffridge Park bathrooms have not been upgraded or replaced.  Andrea is in charge of the project.

    

E.  DISTRICT ONE Chanelle Barry - (619) 226-6972 - has replaced Betsy Kinsley as our liaison.

 

F.  LJ SHORES BOAT LAUNCH/Avenida de la Playa. John Metzger.  Since kayaking became popular around 1995, the number of permitted vendors (at $500/permit) has grown too big for the small boat launch, bringing safety and traffic problems.  Many of the vendors do not follow the permit rules such as the requirement to have 4-wheel drive vehicles and there is little enforcement.  Suggestions: limit the number of permits (precedent - surf camps and Colorado River rafting), raise the permit price, have a permit bid process, require all monetary transactions to take place at the location of the business, require vendors to have a year round presence at the Shores.     

 

G.  MOTION. Approved (King 11/0) To support the TORREY PINES ROAD IMPROVEMENT PLAN with the exclusion of Item 19 - the Maintenance Assessment District.  Robert Thiele presented this.  MOTION. Approved (Salmon 11/0) to contribute $450 toward the $1,748 cost for project plan preparation.    

 

H.  Paul Metcalf of Bird Rock Community Council spoke on MAINTENANCE ASSESSMENT DISTRICTS and Bird Rock's odyssey through the process.  He will send more detailed information to us.  Bird Rock worked with SD Park/Rec's Andy Fields and Scott Kessler. 

 

I.  MOTION. Approved (Broido 11/0).  To support the development of an event to support the Avenida de la Playa businesses.  Nylie Afuyog, a volunteer with International Humanity Foundation (IHF) at 2222 Via de la Playa, presented the concept, tentatively titled AN EVENING at LJ SHORES.  The plan is to close off Avenida de la Playa to traffic and invite the public to a block party of food, music and visits to the restaurants and businesses.  It would remind the public that the area is a going concern as it has been hurt by the endless work on the pump station, with street closures and loss of parking.  The event would take the place of a LJ Shores picnic.

 

J.  COMMITTEES.  1. LAND USE.  a.  A permit for Hain’s, 8468 LJ Shores Drive was denied by the LJ Shores Permit Review Committee because the findings could not be made.  The project will come before the LJ Community Planning Assn on October 6.  It has not been heard by the LJ Shores Advisory Board.

 

            b.  The Palazzo Project (Andrea Villa Hotel site) application for a planned development permit will be heard by the SD Planning Commission on September 22, 9 am.
