LA JOLLA SHORES ASSOCIATION (LJSA) Meeting Minutes   November 9, 2005

 

Next Meeting: Wednesday, December 14, 2005,  7 pm  SIO Building T-29.  Present: Jackie Booth, Mark Broido, Andrea Dahlberg, Carol Dupont, Fran Doolittle, Dan Goese, Jim Heaton, Ann Heinemann, Ken King, Sherri Lightner, John Metzger, Isabelle Tihanyi, Greg Salmon, Sue Weissman; absent: Ian Lerner, Jane Potter – audience 12.

 

A.  CHAIR Sherri Lightner called the meeting to order at 7:03 pm; the October 19 minutes were approved as corrected to change 26,00 to 26,000 in Item C - UCSD.

 

     1.  Site 653/Hillel/project 6098 will probably not be heard until March 2006.

 

     2.  In January, San Diego city government will change to a strong mayor form.  District 1 Councilman Scott Peters may become council chair.

 

     3.  Comments on the Environmental Impact Report of the proposed Adat Yeshuran Eruv should be sent to Development Services by October 19.  LJSA will send a letter after e-mail board approval.  This eruv (a designated area that permits orthodox Jews to carry things within it on the Sabbath) would extend from I-5 to Torrey Pines Rd east to west and from LJ Village Drive to LJ Parkway north to south.  Natural barriers would constitute most of the area; a 20 foot high filament wire with little flags to keep birds from hitting it would be strung from poles or street lamps where there are openings or no natural boundaries.  It was noted that the city is in the process of under-grounding utilities to get rid of poles and wire, a small eruv might tend to eliminate a diverse population over time and a very large eruv can take advantage of all natural barriers and eliminate the need for poles and wires.  Part of this eruv is in the University City Planning area.

 

     4.  SD City cell tower policy goes to the California Coastal Commission next week for approval - it will be part of the SD Land Development Code update.

 

     5.  LJ Updates:  a.  The street bordering pump station No. 27 has been re-paved.

          b.  Proposals for regulating the Avenida de la Playa boat launch will be brought to the next LJSA board meeting.

          c.  The Beach and Tennis Club will host the Davis Cup tournament.

          d.  Everyone is invited to attend the public workshop at and for the EB Scripps Memorial Park LJ Cove long term plan on November 19, 8:30 am-4:30 pm.  An evening look at the park for all will be on November 18, 5-6 pm.

            e.  Bird Rock will complete its review of the LJ Planned District Ordinance in January.

 

C.  UCSD.  Milt Phegley:  A joint SIO/Craig Venter project will establish a worldwide ocean micro-organism genome bank.  The Birch Aquarium has a related exhibit - Sea of Genes opening November 19.  The Center for Earth Observations and Applications has opened.

 

D.  MOTION. Approved (Dahlberg 13/0): To ratify the result of the 2005  election of LJSA board members: Mark Broido, Mary Coakley, Andy Coy, Joe Dicks, Carol DuPont, Ed Furtek, Shirley Goddard, Jim Heaton, Ian Lerner, Ken  King, John Metzger, Isabelle Tihanyi.  Ian Lerner has resigned and the Nominating Committee will present candidates to replace him at the LJSA December meeting.

 

E.  KELLOGG PARK SIDEWALK/PAVED AREA MAP - Mary Coakley has presented the  project to the SD Council of Divers and Las Patronas (for a grant).  Applications for other grants will be made.  Project cost is estimated at $150,000 and close to half has been raised.  New ideas to be incorporated include a memorial to the big sea bass that was killed this year and information about the area Indian groups.  There is a lot of enthusiasm for the project.

 

F.  PUBLIC COMMENT – 1.  Kim McCoy.  Permit requirements from the SD Planning Department can be circumvented by loopholes in the SD City Planning Code and houses get built/modified without a Site Development Permit or fees paid.  The Planning Code states that "Any addition to or alteration of any structure which the City Manger determines to be minor in scope, may be approved or denied, according to Process 1, by the City Manager without receiving recommendations or comments from the Advisory Board.  Process 1 does not require neighbor notification of construction.  A house at 5515 LJ Scenic Dr. North is being almost totally demolished and rebuilt with 5 foot setbacks from the lot line; the neighborhood generally has much larger set backs.  Without Floor Area Ratios to follow, development should adhere to neighborhood averages or CC&Rs (conditions, covenants, restrictions).  Part of the City definition of Minor in Scope is an addition of less than 800 to 1,000 square feet (sf); this is project is clearly larger.  It was agreed that the problem should go to the SD Planning Commission and to the LJ Shores Advisory Board.  MOTION. Approved (Salmon 13.0): LJSA will write a letter to the City Manager asking that a stop work order for demolition at 5515 LJ Scenic Dr North be issued because the finding that the project is minor in scope cannot be made and a Site Development Permit (LJ Shores Planned District Permit) is required; copies will go to Development Services, the SD Planning Commission, the City Attorney and other relevant city departments and planning groups.  Sherri will speak to Development Services. 

 

     2.  Mark Broido thanked OEX and Jeff's Burgers for sponsoring a Y Adventure Guide trash cleanup at the shores.

 

     3.  Izzy Tihanyi: Rudy Kloeble's baby has died.  Rudy is the former owner of LJ Shores institution, Rudy's Café.  LJ Shores will send a card and perhaps donate to a memorial fund.

 

J.  COMMITTEES.  1. LAND USE.  a.  October 25 Permit Review Committee approvals.  Engleman, 8475 Paseo del Ocaso: remodel of existing east side of a single family residence, second story and roof deck addition - 3,600 sf (square feet) with garage.  Chenango, 8410 Whale Watch Way: remove existing one story residence and replace it with one story plus a basement and detached garage - 6,700 sf.  Patridge 2333 Vallecitos: new single story residence on a open lot - 7,600 sf with garages.  Galicot 8320 Calle del Cielo: demolish a one story residence and construct a multi story one - 8,376 sf with basement.

 

            b.  LJ Shores Advisory Board meets November 15 and will hear Espinosa 7964 Paseo del Ocaso: second story addition going from 1,500 sf to 3,185 sf.  O'Connor 1819 Spindrift Dr: take down and replace a single family two story residence.    

 

     2.  TRAFFIC/TRANSPORTATION meets December 15.  The Committee approved the north side angle parking and south side red curbing of the 2200 block of Avenida de la Playa.  Ongoing Princess Street issues - private paving of a public right of way, whether public parking should be allowed and determining if a public access between two houses is legal.
