LA JOLLA SHORES ASSOCIATION (LJSA) Meeting Minutes January 11, 2006
Next Meeting: Wednesday, February 8, 2006, 7 pm Sumner Auditorium, Scripps Institution of Oceanography. Present: Mark Broido, Mary Coakley, Andy Coy, Andrea Dahlberg, Joe Dicks, Fran Doolittle, Jim Heaton, Todd Lesser, Sherri Lightner, John Metzger, Isabelle Tihanyi; absent: Carol DuPont, Ed Furtek, Shirley Goddard, Ken King, Greg Salmon – audience 20.
A. CHAIR Sherri Lightner called the meeting to order at 7:10 pm; the January 11th minutes were approved with a correction to Item 5 (resolution regarding the Joint Use of the MCAS Miramar) to include maker of the motion (Dicks) and vote count (9/0/3).
1. The status of Site 653/Hillel/project 6098 is unchanged.
2. Please see Public Comment F3 regarding Adat Yeshurun Eruv Right of Way.
3. There will be a public community hearing January 25, 2006 regarding changes Birdrock wants made to the LJ Planned District Ordinance (PDO). They want to change the zone ordinances.
4. 8515 La Jolla Scenic Drive North: A study submitted to the city indicated that setbacks of 5 feet were “in general conformity with the neighborhood” and recommended therefore that no further action be taken.
5. Bus route 34 (from Horton Plaza to UTC with service along LJ Shores Drive) will be discussed at the next La Jolla Town Council meeting.
6. The State of the City invitation, for January 12, was distributed electronically to all board members.
7. Torrey Pines Elementary School is investigating the possibility of doing a “beach cleanup – community service” event on Sunday, February 26. John Metzger noted that PADI has an environmental arm that provides materials for beach cleanups.
8. There are new street lights on La Jolla Scenic Drive North and La Jolla Scenic Way. Chanelle Barry will investigate the possibility of redirecting these lights or providing shades to shield residential homes.
9. Two reports regarding the Davis Cup at the LJ Beach and Tennis Club were distributed via email. Any comments, please contact Sherri or Bill Kellogg.
10. The resolution of the possible military and civilian “joint use” of MCAS Miramar is complete and ready to be submitted.
11. Under grounding of overhead utility lines will begin on January 13 on Soledad Ave., Hidden Valley Road, and Via Capri. At T&T, Mark Broido will discuss the possibility of adding the necessary technology during the under grounding to power “v-calming” signs on Via Capri. These signs need to be hard-wired from the ground.
12. Thank you received from the Town Council Foundation regarding trash collection along Paseo del Ocaso.
B. TREASURY. January 11 balance $4,029.06.
C. UCSD UPDATE. Milt Phegley stated that UCSD is closely following the possible elimination of MTS bus route 34 and working with MTS on a potential solution to maintain bus service along La Jolla Shores Drive. Bus route 34 serves UCSD students, facility and employees. MTS will hold a future public hearing regarding the elimination of proposed bus routes. This issue will also be discussed at the next T&T meeting.
D. CITY REPRESENTATIVE – Chanelle Barry, Councilmember Peters’ Office
1. Reviewed letter submitted by Robert Johnson regarding crime in La Jolla Shores and the need to timely repair city street lights. Please report any lights out or pot holes on Peters’ website and provide specific locations.
2. Sharon Johnson is head of the City’s Homeless Outreach Team. Chanelle will invite her to come speak at one of the LJSA’s monthly meetings regarding the homeless in La Jolla.
3. Firestation 13 (Nautilus) received a donation from the La Jolla Sunrise Rotary to remodel and update the dated structure.
4. Commercialism and selling at the La Jolla Cove is not allowed.
5. Security costs for the Davis Cup are too high. Councilmember Peters is trying to help reduce the security costs. One suggestion is for the LJ Beach & Tennis Club to reapply as a non-profit.
6. Alex Spanos had fireworks on a barge off the La Jolla Shores coast on New Year’s Eve, which were not properly permitted. Complaints should be filed with the U.S. Coast Guard.
7. Chanelle will check the status of the bollards on the La Jolla Shores boardwalk. Fire and Life Safety need to also approve the bollards.
8. Chanelle will investigate the possibility of regular police patrol of La Jolla Shores and handicap parking at Laureate Park.
E. Project manager Clement Wassenberg reported on the status of the SEWER PUMP STATION NO. 27 project on Avenida de la Playa. The pump station is running and being monitored as it goes through operational tests. Once operational tests are complete, the shed and equipment will be removed. The project should be completed between January 15 and 30th. The memorial tiles and wrought iron benches will be reinstalled. Room is available for new memorial tiles on the side of the park (potential fundraising opportunity). Due to the requirements for handicap parking, the default parking configuration is parking on both sides of the street. T&T will discuss the parking issue at their next meeting.
F. PUBLIC COMMENT.
1. Mark Broido – The speed limit on Torrey Pines Road (uphill and downhill) has changed from 45 mph to 35 mph as you head around the curve near the Pottery Canyon traffic light.
2. David Kupferberg, Adat Yeshurun president is open to discuss the Adat Yeshurun Eruv right of way request. Their website has up-to-date information www.adatyeshurun.org.
3. Mark Broido - Concerned that the Adat Yeshurun Eruv is not just a land issue – there may be community impact and religious significance issues that should be addressed. MOTION. Approved (Heaton 10/0): LJSA will include the Adat Yeshurun Eruv on its February 8 agenda for discussion and vote. This meeting to be publicly noticed and in La Jolla.
G. COMMITTEES.
1. LAND USE. (December 20) LJ Shores Advisory Board actions. Espinoza (7964 Paseo del Ocaso) residence – motion to approve failed due to lack of votes. Snell (8495 Paseo del Ocaso) residence – continued to January 17. Beth El Sanctuary - approved. (December 22) LJ Shores Permit Review Committee actions. Congregation Adat Yeshurun Eruv right of way - continued. Montoro 1534 Ruette Nice three-story 11,909 square foot single-family residence with 3-car garage on .52 acres - approved.
2. TRAFFIC/TRANSPORTATION. Davis Cup traffic plan was approved. A motion was passed regarding the Princess Street Terminus. T&T will ask the city to remove the encroachment permit. Remove the private structure and paver from the public right of way and red stripe the end of the cul-du-sac. The January 26 meeting will discuss Laureate Park parking, the route 30/34 bus system changes, and a La Jolla Village Drive update.
3. PARKS/BEACHES. (A) Underwater map can be viewed at www.lajollaguide.com. There will be a fundraising meeting for the underwater map on January 20. Map construction will occur after summer. (B) Call Mary Coakley if you are interested in serving on the Parks/Beaches subcommittee. (C) Mary and Karen Boger attended a meeting held by LJ Youth Board. LJ Youth voted to determine what it would cost to renovate the Cliffridge Park restrooms and put together a team of vendors to submit bids. Initial thought is that the renovation can be done for the $50,000 (cell tower money) available and could be completed by March before the baseball season starts. Mary to meet with the City to move project forward.
4. LJ PARKING DISTRICT ADVISORY BOARD. First meeting to be held January 12.
