LA JOLLA SHORES ASSOCIATION (LJSA) Meeting Minutes February 8, 2006

 

Next Meeting: Wednesday, March 8, 2006, 7 pm SIO Building, T-29.  Present: Mark Broido, Mary Coakley, Andy Coy, Andrea Dahlberg, Joe Dicks, Fran Doolittle, Carol DuPont, Shirley Goddard, Jim Heaton, Todd Lesser, Sherri Lightner, John Metzger, Greg Salmon, Isabelle Tihanyi; absent:, Ed Furtek, Ken King,– audience 60.

 

A.  CHAIR Sherri Lightner called the meeting to order at 7:04 pm; the January 11th minutes were approved.

 

1.      The status of Site 653/Hillel/project 6098 will go to Council no sooner than April 4th.  It will be heard in the community of La Jolla and in the evening, per Donna Frye’s City Council request.

2.      Terry Babbitt from the National MS Society discussed the 5th Annual MS Challenge Walk that is to come through Kellogg Park on June 24, 2006 from 8:30 – 11am.  An expected 100-150 people will come through the park, per hour.  Refreshments will be served and trash hauled away.  MOTION. Approved (Coakley13/0): LJSA approves the 5th Annual MS Challenge Walk through Kellogg Park on June 24, 2006.

3.      Torrey Pines Elementary School is hosting a “beach cleanup” Sunday, February 26, in Kellogg Park and along Avenida de la Playa.  MOTION. Approved (Heaton 13/0): Donate $200 to TPESF for refreshments for their beach cleanup.

4.      Sewer pump station at Laureate Park is emitting strong, unpleasant odors in the early evening when the winds die down.  Sherri to follow up with Clemens Wassenberg.

5.      Code compliance – Mr. Peto, owner of the gazebo structure (palapa) on Avenida de la Playa was given 2 weeks to remove the structure from the site.  If he fails to comply, NCCD will issue a Notice of Violation.

6.      The California Coastal Commission will meet on February 9 at 9:00am.

7.      Community Issues – Changes are being made to the La Jolla PDO.  Two of the proposed changes would alter the zoning of downtown La Jolla (Zones 1, 2, 3, 4 and 5), Pearl Street, Nautilus, La Jolla Blvd. and Bird Rock.  This would allow buildings to be 3 stories as opposed to the current 2 story limit.  Density would be increased along the La Jolla Blvd corridor and along Pearl Street. This requested modification was denied until a full and public hearing could be held.

 

B.  TREASURY.  February 8 balance $4,179.06.  Received donations totaling $150.00.

 

C.  UCSD UPDATE.  Milt Phegley stated that the draft MTS Service Development Plan is finalized.  MTS bus route 30 will be combined with route 34 and rerouted to La Jolla Shores Dr.  The MTS board is scheduled to hear public comment on March 2 at 6:00pm at Golden Hall and their board meeting is March 9 at 9:00am at Golden Hall.  The La Jolla Town Council Transit Committee will review the plan February 13 at 4:00pm in its offices.

 

D.  CITY REPRESENTATIVE – Chanelle Barry, Councilmember Peters’ Office.  No report.

 

E.  MTS Bus route 30/34 – Dan Allen stated that the MTS proposed to combine bus routes 30 and 34.  The new route will follow the present 30 from downtown SD to PB and then follow the current 34 from PB to UTC.  This proposed route will reduce the frequency of bus service by 15%.  MOTION. Approved (Coakley 10/2/1):  Regarding the MTS draft Service Development Plan, the LJSA wants a minimum bus frequency on the proposed combined Routes 30 and 34 going in and out of La Jolla in each direction (north and south) to be 12 ½ minutes.

 

F.  ADAT YESHURUN ERUV PUBLIC RIGHT OF WAY PERMIT REQUEST.

Mitch Berner of Public Solutions presented Adat Yeshurun’s request for a public right-of-way permit to construct an Eruv in the LJ Shores area.  An Eruv is a symbolic border that allows Sabbath-observant Orthodox Jews to carry items, people, etc in a public area.  Most of the Eruv boundary is already existing natural borders (existing landscape features such as slopes and fences), however three 20 foot poles would be erected in La Jolla, one on Glenbrook Way, and two on Torrey Pines Road (one near the fire station and another near site 653).  There would be 200 pound clear monofilament Eruv line connections in four separate areas/sections.  The monofilament line does not circle the entire Eruv.  In three areas deemed environmentally sensitive, a 3 inch piece of white reflecting tape will be placed on the monofilament line every 15 feet.  This tape is primarily used as a sound warning for raptures.  Public Solutions will research how many pieces of reflective tape are needed.

 

Comments from the public in support of the Eruv right-of-way permit application pertained to the public benefits it will provide and that it will not distract from the neighborhood’s aesthetic character.

 

Public comment in opposition of the Eruv right-of-way petition varied from disruption of neighborhood aesthetics (concerns about trees, property views, visual resources), to environmental concerns, to adverse affects on the land use plan (undergrounding).

 

Several individuals expressed an opinion of enlarging the Eruv boundaries.  The proponent had no objection to this opinion.  They presented an Eruv that meets their needs.

 

MOTION. Approved (Salmon 8/4/1):  Deny the application on the basis that it violates the La Jolla Community Plan (Feb 2004) and the La Jolla Shores Design Manual (Mar 74), and that it does not meet the Findings for a Public Right-of-Way Use Permit (San Diego Municipal Code 126.0905), section E and section F which respectively state – the proposed encroachment does not adversely affect the land use plan, and the proposed encroachment is not harmful to the aesthetic character of the community.

 

G.  PUBLIC COMMENT.

1.      There have been a number of break-ins in the Kellogg Park parking lot.  Several lights are out.

 

H.  COMMITTEES.

1.      LAND USE.

2.      TRAFFIC/TRANSPORTATION.  Construction on La Jolla Village Drive is scheduled for completion by February 28.  Items still to be worked on are sidewalks, signal modifications and signal timing.

3.      PARKS/BEACHES.  (A)  Subcommittee meeting on February 27 at 4:00pm. (B)  Received 2 bids regarding the remodeling of the Cliffridge Park comfort station.  These bids are $15,000 in excess of the $50,000 budget (money received by the City for the installation of the cell tower).  We would like to have renovation completed by March before the baseball season starts.

4.      LJ PARKING DISTRICT ADVISORY BOARD.  Ken King to represent the LJSA at the February 9 meeting.
