LA JOLLA SHORES ASSOCIATION (LJSA) Meeting Minutes April 19, 2006

 

Next Meeting: Wednesday, May 10, 2006, 7 pm SIO Building T-29.  Present: Mark Broido, Mary Coakley, Andy Coy, Andrea Dahlberg, Joe Dicks, Fran Doolittle, Carol DuPont, Ed Furtek, Shirley Goddard, Ken King, Todd Lesser, Sherri Lightner, John Metzger, Greg Salmon, Isabelle Tihanyi; absent: Jim Heaton – audience 10.

 

A.  CHAIR Sherri Lightner called the meeting to order at 7:08 pm; the March 8th minutes were approved.

 

1.      The San Diego City Council date for the hearing of Site 653/Hillel/project 6098 is Tuesday, May 9 at 6 pm in Sherwood Auditorium.  Organizational campaigns have been structured on a neighborhood basis.

2.      Shields have been installed on the new street lights on La Jolla Scenic Drive.  Hidden Valley Rd, Soledad Rd, and Via Capri will get new lights (existing will be modified).  Updating and installing new street lights is not a proactive program but occurs in conjunction with neighborhood undergrounding.  MOTION. Approved (Dicks 14/0): No new street lights will be added or existing lights modified in the La Jolla Shores PDO without the approval of the LJSA because any new or changed light may adversely affect the residential character of the neighborhood.  This issue will be further addressed at T&T on April 27.

3.      Please submit names to Chair of individuals who may be interested in serving on the La Jolla Shores Advisory Board.

4.      There have been a number of meetings regarding the proposed changes to the La Jolla Planned District Ordinance Amendments (i.e. the addition of a third story to buildings in designated “redevelopment areas”).  The CPA may discuss this further at its May 4th meeting.  During Council President Scott’s Peters President meeting, he indicated that he favors three stories in redevelopment areas (i.e. traffic corridors) but not in zones 1, 2, 3 and 5.  In Zone 4, he would like to look into further form based zoning.  MOTION. Approved (Dicks 12/0/1): The LJSA opposes the proposed amendments to the La Jolla PDO to allow three story buildings and increased FARs because they would adversely affect our community.

5.      The thatched hut on Avenida de la Playa has changed ownership and theme.  Code compliance is investigating whether an accessory structure is allowed on the property.

6.      There will be an Airport Authority Town Hall Meeting on April 27th at 8:00pm at 9001 Towne Centre Drive.

7.      The Public Right of Way Enhancement Program, applicable only to the Village, is in the review process.

 

B.  TREASURY.  April 19 balance $4,003.36.  Received donations totaling $60.00.  Expenses of $149.00 for TPES beach cleanup.

 

C.  UCSD UPDATE.

1.      UC Regents announced the formation of a human embryonic stem cell research consortium, between UCSD, Burnham Institute for Medical Research, The Scripps Research Institute, and the Salk Institute for Biological Studies.

2.      MTS approved the combination of MTS bus routes 30 and 34 scheduled to go into affect in June 2006.  The new route, called Route 30, will provide continued service on La Jolla Shores Drive running 7-days a week from 5 am to 1:20 am with 15 minute service.

3.      UCSD security will follow up with the SD Police Department regarding the need for additional security at Kellogg Park.

 

D.  PUBLIC COMMENT

1.      A presentation was made regarding the placement of a sign near the South Comfort Station at Kellogg Park to educate the public about the underwater “map” and to seek financial contributions for the map’s construction.  The sign will be in place until construction begins.

2.      Supplemental services at La Jolla Shores Beach - Mark Broido announced that funds were donated to do year round, weekly raking of the La Jolla Shores Beach, as well as sand sifting every other week.

 

E.  Cliffridge Park Signage

Advertising banners and new scoreboards have been erected in the 3 playing fields at Cliffridge Park without approval or consent from the LJSA.  It is unclear who has jurisdiction over Cliffridge Park, the La Jolla Shores PDO or Parks & Rec.  MOTION. Approved (Dicks 13/0): The LJSA requests an opinion letter from the City Attorney on the legality of signs and banners at Cliffridge Park.  An additional opinion letter is also requested on who has jurisdiction to compel the removal of the signs if determined to be illegal.

 

F.  CITY REPRESENTATIVE – Chanelle Barry, Councilmember Peters’ Office.

1.      The final light at Kellogg Park will be fixed.

2.      Regarding the enforcement of monitoring surf camps (legal vs. illegal operators) at La Jolla Shores Beach, Chanelle will participate in a City staff meeting next week to develop a plan of action.  Currently there is $80,000 in the budget for lifeguard enforcement and Parks & Rec has over $1mm in unallocated funds.  The LJSA will send a letter to City staff regarding the LJSA’s position on the enforcement of monitoring illegal surf camps.

 

G.  COMMITTEES.

3.      LAND USE.  Items at the March 28th meeting approved were the Silberstien Residence (Inverness Dr) , Montoro Lot 37 and the Ehrlich Residence (Ruette Nice)

4.      TRAFFIC/TRANSPORTATION.  The La Jolla Half Marathon is this weekend.  The installation of 4 chokes and 2 additional V calm sign were approved.  T&T will review last minute “touch ups” to La Jolla Village Drive widening.  Fran Doolittle recommended an all-way stop for pedestrians at the Playhouse crosswalk.

5.      PARKS/BEACHES.  In regards to the increased security issues at the beach, the Committee recommends that the parking lot gates be closed at 10pm and that an exit gate be installed (cost - $5,500).  Park & Rec may be able to obtain funds for the gate, however, it will cost $6-7,000/year for a person to lock/unlock gate. The police do not have money for enforcement and would like to set up a neighborhood watch program.  The lifeguards are making more announcements about not burning pallets.

6.      LJ PARKING DISTRICT ADVISORY BOARD.  Reaffirmed prior approvals made by T&T, LJTC, CPA, and PLJ regarding valet parking at Jack’s restaurant (4 spots during the day and 8 in the evening).
