LA JOLLA SHORES ASSOCIATION (LJSA) Meeting Minutes June 14, 2006

 

Next Meeting: Wednesday, July 12, 2006, 7 pm SIO Building T-29.  Present:, Mark Broido, Mary Coakley, Andy Coy, Andrea Dahlberg, Joe Dicks, Fran Doolittle, Shirley Goddard, Jim Heaton, Sherri Lightner, John Metzger, Isabelle Tihanyi; absent: Carol DuPont, Ed Furtek, Ken King, Todd Lesser, Greg Salmon – audience 7.

 

A.  CHAIR Sherri Lightner called the meeting to order at 7:07 pm; the May 10th minutes were approved.

1.      Taxpayers for Responsible Land Use (TRLU) and the La Jolla Shores Association will file a lawsuit against the City of San Diego and the San Diego City Council regarding the approval of the sale of Site 653 to Hillel (Project 6098).  MOTION. Approved (??? 10/1/0): Ratify the email vote to include the La Jolla Shores Association as a co-plaintiff in the lawsuit against the City and City Council regarding the sale of Site 653 to Hillel. (Vote:  10-1-1 and 4 no responses)

2.      Members should check the accuracy of their LJ CPA attendance record at: http://www.lajollabythesea.com/membersonly/ljcpa.php.  The CPA will hold a meeting to discuss their bylaws and community input is needed.

3.      The UC Chabad ervu was approved by a vote of 4-2 at the Planning Commission.  The Adat Yeshurun public right of way use permit application will be heard by the Planning Commission on Thursday, June 22, 2006.

4.      Promote La Jolla’s Public Right Of Way (PROW) use permit request will also be heard by the Planning Commission on June 22, 2006.

5.      Appointed to the Traffic and Transportation (T&T) were Jim Heaton, Todd Lesser and alternate Mark Broido.  MOTION. Approved (Doolittle, 10/0/0): Approve LJSA appointments to T&T.

6.      LJSA newsletter was distributed to the La Jolla Shores community.

 

B.  TREASURY.  June 14th balance is $4,103.36, with $100 in new donations.

 

C.  UCSD UPDATE.

1.      The new MTS bus Route 30 took effect June 11, 2006, replacing Route 34 and running 7 days/week.

2.      UCSD commencement ceremonies will honor 5,000 graduates.  More than 48,000 guests are expected to attend the rites during the 5 days of ceremonies from June 3 to 19.  For the first time at UCSD, a Monday commencement is scheduled honoring an estimated 800 graduates.

3.      Judith Munk, a persistent voice for good in the community, passed away.  A celebration of life is scheduled for June 25 at the Judith and Walter Munk Laboratory of the Institute of Geophysics and Planetary Physics.

 

D.  PUBLIC COMMENT

1.      Alex Varon expressed concern about loud indoor and outdoor activities at La Jolla Playhouse, extending into the morning hours.  Milt Phegley will speak to Playhouse management about community ordinance rules and the impact outdoor activities on the Playhouse terrace and associated amplified sound have on the neighboring community.

2.      Susan Goulian requests landscaping around the backside of the new Potiker building at UCSD.

3.      Izzy Tihanyi is concerned about the increased crime in La Jolla and La Jolla Shores.  Vandalism at the beach is a concern with surfers and divers.

4.      Mark Broido expressed concern that no parking is allowed in the parking lot at Allen Field.  The parking lot is only available to drop off passengers.  This violates La Jolla Youths’ lease.

5.      Sue Moore noted the increased crime on Robinhood and Nottingham in the past 2 months.  This violence includes car break-ins, “firework bombs” and increased speed.  Mary Coakley requested that SDPD Community Relations Officer Brian Ahearn (619-531-2000) be notified of all incidents.

6.      Mark Broido requested that the LJSA acknowledge all business and individual donations for tax purposes.

 

E.  KELLOGG PARK – Charlie Williams

1.      Lifeguards have been very responsive in curbing pallet burning in the fire pits.

2.      Park and Rec has done a great job in cleaning up the park and beach.

3.      Brian Ahearn, of the SDPD, is responsive and dedicated to working with the neighborhood on curbing crime at Kellogg Park.  Crime usually happens in the evenings after the lifeguards leave the beach.  SDPD is aware that crime is moving north to La Jolla and increasing.  However, SDPD does not have adequate manpower.  Some suggestions to curb crime are:

a.      Have 2 SDPD dedicated to north San Diego (Bird Rock to La Jolla) beaches.

b.      Remove fire pits.  Fire pits were removed from South Mission Beach and that removal was one of the most effective measures in cutting crime.

c.      House a satellite PD station, manned at night, in the LJ Shores lifeguard tower.

d.      Develop a neighborhood watch committee (Mary Coakley and Charlie).

e.      Document any incidences that you notice at the beach.

4.      SDPD has committed two police officers to LJ Shores beach for the 4th of July.

5.      Tents, anything with more than 3 walls, are illegal at Kellogg Park.

6.      Still working on gate for north entrance, however workable spikes are needed at the exit.

7.      Mary Coakley discussed a proposal to designate two parking spots for permitted surf camps at Kellogg Park, with the purpose being to keep parking off neighboring streets and to facilitate surf camps.  MOTION. Approved (Coakley, 6/3/0): Support two parking spaces for two permitted surf camp operators at Kellogg Park, to be reviewed and evaluated in October 2006.

 

F.  CITY REPRESENTATIVE – Chanelle Barry, Councilmember Peters’ Office.

Not present.

 

G.  COMMITTEES.

1.      LAND USE.  Morcos residence was approved.  The addition to the existing home at 1905 Spindrift was approved.  The second floor addition to the Bianco residence on Calle del Oro was approved.

2.      TRAFFIC/TRANSPORTATION.  T&T will meet on June 29 instead of June 22.  The agenda will include discussion of the new Oversized Vehicle Ordinance, restriping of Torrey Pines Rd northbound at LJ Village Dr., increased accidents on LJ Village Dr. between Gilman and LJ Scenic, and the signage on LJ Village Dr.

3.      PARKS/BEACHES.

a.      The refurbishment of the Cliffridge Park restrooms will not begin until all materials are obtained.  The project still needs to be approved by Parks & Rec.  The YMCA will also donate money for the refurbishment.

b.      Wyland will donate time and artwork for the lithocrete map.  Close to $100K has been raised for the map.  Landscaping around the comfort station has also been donated.

4.      LJ PARKING DISTRICT ADVISORY (PDA) BOARD.  N/A

5.      ADVISORY BOARD.  Meeting scheduled for June 21.  Additions to 8551 La Jolla Scenic approved with conditions.  An amended coastal & site development permit is needed for a remodel at 7166 Via Capri.
