LA JOLLA SHORES ASSOCIATION (LJSA) Meeting Minutes Nov. 8, 2006

 

Next Meeting: Wednesday, December 12, 2006, 7 pm SIO Building T-29.  Present: Mary Coakley, Andrea Dahlberg, Joe Dicks, Fran Doolittle, Carol DuPont, Ken King, Sherri Lightner, Greg Salmon, Isabelle Tihanyi.  Absent: Mark Broido, Andy Coy, Shirley Goddard, Jim Heaton, Todd Lesser, John Metzger – audience 60.

 

A.  CHAIR Sherri Lightner called the meeting to order at 7:02 pm; the Oct 11th minutes were approved.

1.      Members should check the accuracy of their LJ CPA attendance record at: info@lajollacpa.org so they can vote.

2.      Andrea Dahlberg, Sherri Lightner, Sharon Luscomb, Greg Salmon, and Sue Weissman were elected to the La Jolla Shores Association.  Mark Broido’s vacancy will be filled at the December meeting.  New officers will be elected at the next meeting.  The nominating committee consists of Andrea Dahlberg, Fran Doolittle and Ken King.

3.      LJSA annual picnic was successful, raising over $350.  Thanks to LJ Kayak, The Cheese Shop, The La Jolla Beach and Tennis Club and to all the Shores businesses for their continued support.

4.      Fundraising continues for Site 653 law suit.  Please check out www.trlu.org for additional information.

5.      Sherri will distribute information regarding the homeless workshop when it is scheduled.

6.      The Bird Rock CC held a very successful weekend workshop pertaining to form-based coding.  Their final report will be available Tues, Nov 14.

7.      Four names have been submitted for two available positions on the LJS Advisory Board.  They are Joe Dicks, Dan Goese, Todd Lesser and Marcia Will.  These names were approved by the Board.

8.      Individuals recognized for their community involvement by the LJSA during the LJ Holiday Parade are Lt. Ahearn and John Hudkins.  These names were approved by the Board.

 

B.  TREASURY.  Update to be provided at December meeting.

 

C.     UCSD.  Update to be provided at December meeting.

 

D.     POLICE REPORT – Lt. Brian Ahearn, Northern Division

1.      Either Lt. Brian Ahearn (responsible for beach areas) or Captain Long will attend the monthly LJSA meetings.  Call Lt. Ahearn at (619) 531-2000 with any concerns or issues, as well as LJSA (ljsa@san.rr.com), he will forward to appropriate officer.

2.      The homeless outreach team has beds available for all homeless individuals.

3.      They had some success at LJ Shores Beach this summer in curbing violence, but there is still work to be done.

 

E.     CHABAD OF LJ SHORES AT 2466 HIDDEN VALLEY ROAD

1.      Applicant could not attend this meeting but plans to attend either the December or January meeting.  Members of the audience provided questions for the applicant to address.

2.      In the Spring, there was a single discipline review.  No application is currently being processed by the City.

3.      Keely Sweeney, representative from Scott Peters office, brought a letter from Peters stating that he feels that demolishing an existing single-family residence and replacing it with an over 9000 square foot building appears to exceed the bulk and scale of the Shores community.

 

F.      LA JOLLA SHORES COMMERCIAL AREA PARKING PLAN – Ken King conducted two walkabouts with board members over the past month regarding modifications to commercial parking in the La Jolla Shores.  He presented the existing recommendations with the updates and modifications bringing the plan up-to-date.  The board requested that the following be added: 2 commercial zones on the west side of El Paseo Grande and one additional 90 minute space next to the alley.  MOTION. Approved (Coakley 8-0-0):  Accept recommendations of La Jolla Shores Commercial Area Parking Plan as amended and without old #5.  Mary Coakley and Ken King will write position papers (in favor and in opposition, respectively) regarding the establishment of a commercial zone on Camino del Sol.

 

G.    TP CORRIDOR PROPOSAL FOR PEDESTRIAN CROSSING/TRAFFIC SIGNAL

Robert Thiele attend the meeting to present the TP Road corridor plan (see www.torreypinesroad.com), whose primary purpose is to slow traffic, increase safety, and improve pedestrian walkability.  He requested that the LJSA write a letter to the Mayor and Council President requesting that the synchronization funding (for the lights on LJ Parkway and Torrey Pines Rd) be put back in place and maintained.  MOTION. Approved (King 8-0-0).  He also requested support from the LJSA for signalization.  MOTION. Approved (Coakley 6-1-1).  The LJSA does not support the installation of a traffic light at Princess Street.

 

Concerns raised by the audience consisted of the need to slow traffic in a positive manner, the lack of demand for pedestrian crossing, and that a traffic light may increase traffic on the side streets.  In addition, several individuals expressed the desire to review and rework the original plan.

 

H.  PUBLIC COMMENT

1.      Alex Varon noted that the City should start replacing the trees on the hillside of La Jolla Shores Drive (near LJ Scenic Road).

2.      Izzy mentioned that Surf Diva and The Shores Restaurant are holding a fundraiser for Global Action for Children on December 1 at 2160 Avenida de la Playa.

 

I.  CITY REPRESENTATIVE – Keely Sweeney, Councilmember Peters’ Office.

 

J.  COMMITTEES

1.      LAND USE.

a.      La Jolla Shores Permit Review Committee

b.      La Jolla Shores Advisory Board will meet Nov 27 to discuss the Kafaji residence at 7758 Via Capri.

2.      TRAFFIC/TRANSPORTATION.  Street vacation at Roseland was approved.  New always stop at LJ Mesa and LJ Scenic South.  Crosswalk to be added on upper Girard between LJ Elementary and Gillespie.

3.      PARKS/BEACHES.

a.      Construction on the Map slated for Feb 2007.  Over $170,000 raised.

b.      Still working on barrier to Kellogg Park parking lot exit.

c.      Would like to address boat launch crowding issues.

d.      Would like to get park rangers assigned to Kellogg Park next summer on the weekends.  Also, looking into security cameras.

4.      LJ PARKING DISTRICT ADVISORY (PDA) BOARD.
