LA JOLLA SHORES ASSOCIATION (LJSA) Meeting Minutes May 9, 2007

 

Next Meeting: LJSA Meeting Wednesday, June 13, 2007 7 pm at Summer Auditorium at Scripps Institute of Oceanography.  Present:  Ken King, Todd Lesser, Pat Nissan, Sherri Lightner, Sharon Luscomb, Isabelle Tihanyi, Shirley Goddard, Mary Coakley, Sue Weissman, Jim Heaton, Joe Dicks Greg Salmon and Carol DuPont.  Absent: John Metzger, Andrea Dahlberg, and Andy Coy.  Audience: approx. 15+ attendees.

 

A.   CHAIR Sherri Lightner called the meeting to order at 7:01 pm.  Attendance was recorded.  Minutes from April 11th 2007 were approved. 

1.    UCSD Representative:  Milt Phegley-Ventor Institute project Environmental Document is scheduled to go out for review.  Community meeting will be held May 23, 2007 at 6:30pm.  Room consensus was given for timing of meeting.

2.    Police Report:  Lt. Brian Ahern reported latest statistics on local crime.  Property, residential burglaries, motor vehicle burglaries and car burglaries are down as reported from Jan-Mar 07 however street robberies have risen.  Police are currently working on this.  Mary Coakley mentioned as part of Park and Beaches work they are looking at surveillance cameras in the beach areas as a possibility. Lt. Ahern mentioned that police are experiencing raised questions/calls related to mini-dorms.  Police can only respond to these issues if there is a crime associated with it.  If Mini-dorms are creating noise problems/nuisance issues the department to call is Nuisance Abatement Department at (619) 236-5500.

3.    Treasurer’s Report-no change-balance $4,925.23 per April 11th minutes.

4.    Site 653-site sale has not been set aside.  2 motions to reconsider and 1 motion for summary judgment to be heard on June 8th court date.

5.    CPA Decertification-CPA was not decertified; updated CPA bylaws were approved.

6.    LJTC- Committees can be joined in June and there is an opportunity to serve on the various joint land use committees.  It is a good way to learn about land use in La Jolla.

7.    Neighborhood Code Compliance Issues-coffee cart and ground signs at 2168 Avenida de la Playa are not a permitted uses.  Sherri Lightner is working on letter for removal request.

8.    Children’s School-Children’s School and La Jolla Youth Inc. will be on June LJSA agenda for update on expansion and proposed portable structure.

9.    Chabad Update- Board consensus that a letter should be written by the Chair to the City Attorney requesting clarification of the PDO requirement that parking for all uses on a site must be summed.

10.  Neighborhood Crime Watch-Sherri Lightner to invite Michelle Fulks to attend next meeting regarding Bird Rock’s neighborhood watch program.

 

B.   Areas of Special Biological Significance (ASBS) Update: Melea Ashford from Coast keeper, regarding Ocean Protection, presented the ASBS process.  This is a collaborative process with Scripps Institute of Oceanography (SIO), the Coast keeper and the City of San Diego to protect the area’s special habitat.  This work has been going on for over 2 years.  Some of the work has involved testing sand crabs and mussels in the area.  David Pohl, a consultant and Ruth Kolb, from the City Storm water Division, have been working on a watershed management plan and low-flow diversion efforts.  Essentially low-flow diversion takes the storm drains and diverts it.  Some suggestions in the efforts are in the Mission Bay and La Jolla Shores areas to utilize the storm water budget to remove pavement and use permeable pavement instead in the parking areas.  The budget will not cover the entire project.     Milt Phegley provided update that SIO as part of this effort has been working on a project to separate seawater and discharge.  Currently developing Best Management Practices in this area for design, structure, unvegetated slopes and parking lots.  Jennifer Nichols Kearns, City of San Diego, works on Community Based Social Marketing.  She is working on communications about protecting the local waters and starting with La Jolla Shores first.  They will work on a residential and commercial outreach program beginning with a pilot effort on Avenida de la Playa.  They will try to be as unobtrusive as possible but hope to address and lower the run-off starting with areas where there is “rinsing down” and sprinkler use.  Please note that the storm water hot line is (619) 235-1000.  There will be an update on this effort to LJSA in the Fall of 2007.

C.   Councilmember Peters Office-Keely Sweeney provided an update from Council President Scott Peter’s office. 

1.    The seaweed issue at the boat launch has been resolved.  There will be no further drop-off of seaweed on the boat launch area. 

2.    The lights that were out on Vallecitos are currently being fixed. 

3.    Torrey Pines road has been repaved.

4.     The 2008 budget process will address funding for the timing of the light at the throat.

5.     There is an undergrounding meeting coming up in May of 2007. 

6.    Mini-dorms will be on the July 2007 agenda at the Council and the amendments to the code will be available on-line.

7.     News rack ordinance passed-publishers will have to pay $10 per rack.  There will be a visible sticker on each rack. 

8.    Mary Coakley asked for follow-up on the replacement of the teeth at the exit/entrance of Kellogg Park.  Update at next LJSA meeting.

D.   Residential Care Facilities-Dessau Clarkson discussed a new project underway at 7861 Bellakaren St. to convert a single family home to a residential care facility.  Currently they have built walls, wheel chair ramps, laundry underneath house, etc.  The residential area is covered under CC&Rs.  LJSPD states that the area is a single-family district.  Motion: Approved (Dicks 9-0-0) requested permission from the LJSA Board for Sherri Lightner to investigate and request information regarding the status of the permit and code compliance.

E.    Commercial Center Bus Update-Sherri Lightner reviewed the letter from Vaughn Woods regarding commercial/tour buses parking on Avenida de La Playa.  John Metzger and Jim Heaton to provide update at next LJSA meeting.

F.    Streetscape Agreement Proposal-Joe Dicks and Gary Pence are working with the City Attorney’s office to finalize the final copy of the maintenance agreement.  Update at next LJSA meeting.
