LA JOLLA SHORES ASSOCIATION (LJSA) Meeting Minutes June 13, 2007
Next Meeting: LJSA Meeting Wednesday, July 11, 2007 7 pm at Summer Auditorium at Scripps Institute of Oceanography. Present: Ken King, Todd Lesser, Pat Nissan, Sherri Lightner, Sharon Luscomb, Shirley Goddard, Mary Coakley, Sue Weissman, Jim Heaton, Joe Dicks, John Metzger, Andrea Dahlberg, Andy Coy and Carol DuPont. Absent: Greg Salmon and Isabelle Tihanyi. Audience: approx. 8+ attendees.
A. CHAIR Sherri Lightner called the meeting to order at 7:08 pm. Attendance was recorded. Minutes from May 9th 2007 were approved.
1. UCSD Representative: Sherri Lightner covered Milt Phegley’s update in his absence. Sherri Lightner will email the UCSD schedule for graduation weekend of June 15-16. (8am & 2pm).
2. Police Report: Lt. Brian Ahern provided updates on car prowls and auto thefts along the shoreline. The 2 reported city “hot spots” are considered to be La Jolla Shores and WindanSea Beach areas. Lt. Ahern presented the signage currently proposed for streets nearby Kellogg Park. Lt. Ahern was looking for approval from the LJSA on the sign. Motion Approved: (Dupont-12-0-0) to approve sign presented by Lt. Ahern.
3. Treasurer’s Report- Beg. balance of $4,925.23, additions of $75.00 with reported ending balance of $5,093.93 as of June 2007.
4. Site 653-continued to 6/22/07 and than again to 8/2/07.
5. Neighborhood Bill of Rights- Mike Aguirre will be talking about a Neighborhood Bill of Rights at the July CPA meeting.
6. LJTC- Land Use area has appointments to Board.
7. Neighborhood Code Compliance Issues-2168 Avenida de la Playa NCC issues have been resolved. Coffee cart is not in compliance with the PDO. Allowed to keep 2 signs and 1 ground sign. Ground sign is not permitted use but would take a letter from the LJSA to request removal.
8. Children’s School-Children’s School and La Jolla Youth Inc. were rescheduled. Andrea Dahlberg will head up a small sub committee to try and resolve any issues.
9. Chabad Update- no current update. PDO parking summed letter was sent out by Chair.
10. Advisory Board-Bill Kellogg and Dan Goese were both submitted names for this committee. The Mayor’s Office has submitted the names to the City Attorney’s office for review.
11. Venter Institute-Lightner submitted comments on the Mitigated Negative Declaration. Please read before the next meeting.
12. Parking Meeting-next La Jolla Parking meeting will be held 6/20 at 9:00 AM at Athenaeum.
13. Public Comment: Alex Varon reported that the Superloop workshop is being held on 7/11/07 and 3-730 bus stops will be discussed. Pat Nissan asked if shop owners could do any steam cleaning to sidewalks. Mary Coakley expressed thank you on behalf of the LJSA and community to Andrea Dahlberg and Jane Potter for publishing the newsletter.
B. Neighborhood Watch-Michelle Fulks presented the current neighborhood watch program in Bird Rock Community. Michelle provided an overview of the program and its attempt at creating and ensuring a safe neighborhood with the help of the residents. Michelle is the liaison for the Bird Rock neighborhood to the Police Department. Each block in the area has a block captain to help coordinate the program. The program has been in place since the early 1960’s. Recent updates to the program have included the update of 40-50 neighborhood watch signs within the Bird Rock area. Each captain collects contact information for the neighbors and once a year gets together with the neighbors to keep everyone updated on the area and any crime or issues. The program is also great for residents who plan to be out of town and keep their information current with the block captains so that an extra watch can be made on their property. Michelle discussed the importance of reporting crimes in the neighborhoods and watching for and reporting unusual behavior, activity, soliciting, etc.
C. Commercial Center Bus Update-Jim Heaton provided an update on the commercial buses parking in the Avenida de la Playa area. He has worked with the vendors and suggested potentially utilizing the Cul de Sac at the Children’s School for a short-term parking solution. Jim also brought up the issue of the use of Laureate Park by the neighboring kayak companies for paddle instructions. Mary Coakley is working with Park and Recreations on this and will provide an update as to whether this is not an acceptable use of the park. Reserved Parking in Kellogg Park Evaluation-this item will be on the July meeting agenda. There was no interest in changing what is planned for this summer.
D. Streetscape Agreement Proposal-Joe Dicks spoke with Gary Pence, Keely Sweeny and the City Attorney about the timing of when the agreement would be available for all parties to sign off on stop sign at Via Capri. He expressed his disappointment that a letter to install the temporary stop signs at this location has not been initiated at this time. Motion: Approved (Heaton 10-2-0) for Sherri Lightner to write a letter to Council President Scott Peters requesting that he initiate the letter to install the temporary stop signs. Update at next LJSA meeting.
